Qualifications:

(b) A first class or High Second Class Masters

Degree in Economics/Sociology from a recognised University or Institution and seven years experience in analysis of Socio-Economic Planning Problems, Preferably in the fields of Social Welfare/Education/Health either in a Government Institution or in recognised Universities or Institution.

 

Desirable:

(a)    Experience in application of research techniques to Socio-Economic Problems either in Government Institutions or recognised Universities or other Institutions.

(b)   Published work in the field of Socio-Economic problems preferably with reference to Kerala.

Note:

(1)   Only a pass in Masters Degree in the concerned subject is necessary in the case of candidates already in the Department.

(2)   The qualification of experience prescribed for the post shall be one acquired after the acquisition of the academic qualification prescribed for the post.

(3)   Candidates belonging to any of the SC or ST need not possess the qualification of experience prescribed for the posts.

Probation:

Note

(P) No. 41/98/Co-Op. dated 09.03.1998 (whether they continue in service or relieved from service) who have been appointed through the Employment Exchange to the extent of their provisional service provided they possess a minimum service of one year in the provisional appointment.  The maximum period or relaxation allowed to such persons will be five years.  Once they get appointment on regular basis, the concessions will not be available to further appointment to any post. SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

1. Preference will be given as laid down in GO (MS) No. 50/70/PD dated 12.02.70 and GO (MS) No. 9/78/G.Edn. Dated 21.01.78 to the wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications.  Soldiers in active service and those working in Base establishment are included under the terms of Jawans; Wives of Jawans should note on the side B of the application form that they are wives of Jawans.  Such candidates should obtain proper certificates from the Officer commanding stating the name, Military rank and Military address of their husbands and produce the same as and when required by the Commission GO (MS) No. 509/64/Edn. 2. Laboratory Attenders in the Departmental High Schools in the state who have rendered at least five years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should produce proper certificates from the Headmaster of the School specifying the date of commencement of their service and the total service put in by them as and when required by the Commission.  The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone. 3. NDS Instructors who have put in not less than one years service, as NDS Instructors will be given age relaxation to the extent of their service as NDS.  Instructor subject to a maximum period of 5 years (GO (MS) No. 166/67/Edn. Dated 10.04.67).  They should produce proper certificates from the authorities concerned, as and when required by the Commission.

4. First Class Scouts and Guides will be given preference in the matter of appointment as Teachers (GO (MS) No. 122/75/G.Edn. dated 27.05.75).

5.  Those who have acquired the prescribed qualifications on or before 28.06.75 are eligible for relaxation of the maximum age limit to the extent of 6 years. (GO (MS) No. 55/78/G.Edn. dated 08.05.78)

Note:

1. Separate Ranked Lists will be prepared for each District in pursuance of this notification.  The Ranked Lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier.  Candidates will be advised for appointment against the aforesaid vacancies and also against the vacanc9ies, if any, reported during the currency of the lists.  In case no candidate is advised from the Ranked List till the expiry of the period of 3 years the duration of the Ranked List shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.

 

2. Applications should not be sent to more than one District in response to this notification.  If applications are sent contrary to the above direction, and if he/she is selected his/her name will be removed from the ranked list and disciplinary action will be taken against him/her. 

 

3. The selection in pursuance of this notification will be made on a revenue district basis, subject to the special conditions laid down in GO(MS)No. 154/71/PD dated 27.05.71.  A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former District.  Even if transfer is allowed after 5 years, it will be subject to the rules in GO (MS) No. 4/61/PD dated 02.01.1961.  Candidates already in Government Service holding this post in any one district are prohibited from applying again for this post.  But they can apply to higher posts when notified.

Age limit: Should have Completed 18 (Eighteen) years of age and should not have completed 39 (Thirty nine) years of age as on 1-1-2004 with usual relaxation to Scheduled Caste/Scheduled Tribe, Other Backward Communities.

Note:  For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years, please see para (2) of the General Conditions under Part II of this notification.

Qualifications

 

(1)   A pass in SSLC Examination conducted by the Commissioner for Government Examinations, Kerala or its equivalent.

(2)   A Certificate of successful completion of Nursery Training issued by the Kerala Government of the former Travancore-Cochin Government or the former Travancore or Cochin Government.

Or

      Nursery Training Certificate issued by the Indian State Council for Child Welfare.

      Or

      Balasevika Training Certificate issued by the State Council for Child Welfare.

      Or

      Pre-Primary Teachers Training Certificate issued by the Commissioner for       Government Examinations, Kerala.

    Preference will be given to TTC or TSLC holders with any of the above qualifications.

SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

  1. Preference will be given as laid down in GO (MS) No. 50/70/PD dated 12.02.70 and GO (MS) No. 9/78/G.Edn. Dated 21.01.78 to the wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications.  Soldiers in active service and those working in Base establishment are included under the terms of Jawans; Wives of Jawans should note on the side B of the application form that they are wives of Jawans.  Such candidates should obtain proper certificates from the Officer commanding stating the name; Military rank and Military address of their husbands and produce the same as and when required by the Commission.(GO (MS) No. 509/64/Edn. Dated 19.09.1964, GO (MS) No. 614/65/Edn. Dated 09.11.65 and GO (MS) No. 243/66/Edn. Dated 27.05.66.)

2. Laboratory Attenders in the Departmental High Schools in the state who have rendered at least five years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should produce proper certificates from the Headmaster of the School specifying the date of commencement of their service and the total service put in by them as and when required by the Commission.  The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone.
