(i) The provisional hands working in the Kerala State Road Transport Corporation will be given age relaxation to the extent of their provisional service put in subject to a maximum of five years from the upper age limit provided they are within the prescribed age limit on the date of their first appointment in the Corporation (Kerala State Road Transport Corporation). But the regular employees of the Kerala State Road Transport Corporation are not eligible for the above concession for further appointment. The provisional hands should produce a Certificate showing the period of their provisional service in the concern noting the commencement and termination of provisional service with the post held. It should also be clearly specified in the certificate that they were not working in the regular service of the Corporation. (ii) The retrenched employees of the Kerala Fisheries Corporation will be given age relaxation as stipulated in the GO(Rt)No. 1942/84/PW dated 31.12.1984 to the extent of their service subject to the condition that the maximum age limit shall not exceed 50 years. These candidates will also be given preference in the matter of recruitment to other candidates with equal marks. Such candidates should obtain a certificate from the Managing Director, Kerala Fisheries Corporation Limited to prove their length of service in the Company and the date of retrenchment and produce the same as and when required by the Commission. (iii) Sub para V, VIII, IX, X, XI, XII and XIII in para 2 and paras 5 and 6 of the General Conditions are not applicable to this post. (iv) The ex-genral reserve engineer force personnel are not eligible for the concession available to the Ex-service men. (v) The other details regarding age relaxation are given in para 2 of the General Conditions. |

Qualifications: |

| 1) Pass in Standard IV. |

| 2) Must possess a valid Motor Driving Licence with endorsement to drive Heavy Duty Vehicles and should have completed seven (7) years after getting the driving licence with three (3) years or more should be the period after taking Heavy Duty Vehicles Licence. |
|||||||
| Driving Licences issued after 16.01.1979 must have endorsement both for Heavy Goods and Heavy Passengers Vehicles and the application having licence with only one endorsement will be summarily rejected. (Vide amendment No.47/78 to the Motor Vehicles Act). The Driving Licence should be a current one on the date of application. |

1) The conditions regarding the completion of seven years after getting the licence of which atleast 3 years should be after taking Heavy Duty Vehicles licence, is not applicable in the case of Ex-servicemen if they possess current Heavy Duty Vehicles licence and Military Service for seven years as M.T.Driver. |

| 2) Proficiency in driving is to be proved by a practical test to be conducted by the Kerala Public Service Commission during the course of selection. |

The Kerala Public Service Commission shall have the power to cancel the advice for appointment of any candidates to the service of Kerala State Road Transport Corporation if it is subsequently found that such advice was made under some mistake. On such cancellation the appointing authority shall terminate the service of candidate, provided that the cancellation of advice for appointment by the Commission and subsequent termination of service of the candidate by the appointing authority shall be made with in the period of his/her probation or 240 days from the date of his/her joining duty whichever is earlier. |

| DIVISIONAL
ACCOUNTANT EXAMINATION (PRELIMINARY AND FINAL) FOR THE EMPLOYEES OF THE

Applications are invited from qualified candidates for admission to the preliminary and final examinations for selection of candidates for appointment as Divisional Accountants under the Kerala State Electricity Board. The examinations will be conducted according to the time table to be notified in due course. |

Qualifications and Conditions |
||||||
| A) Preliminary Examinations All Ministerial employees of the Kerala State Electricity Board of the categories of Junior Superintendent, Senior Assistant, Senior Accountant, Assistant Grade I, Assistant Grade II, Junior Assistant, Junior Accountant, Cashier and Stenographer who have a total service of two years in the Board on the last day fixed for he receipt of applications and who are not more than 40 years of age on the said date will be allowed to a candidate to appear for the preliminary examination will be five (5). Therefore a candidate who has already appeared for this examination for five (5) chances, will not be allowed to sit again for the preliminary examination. Note:-Applications for the preliminary examination should be recommended by Head of Office not below the rank of an Executive Engineer or Assistant Accounts Officer of the Board. Applications received without such recommendations will not be considered. |

| B) Final Examination All employees of the Kerala State Electricity Board, who have passed the Preliminary Examination conducted by the Board or Kerala Public Service Commission are eligible to sit for the Final examination. Candidates who have already appeared for the Final Examination five (5) times will not be allowed to appear again for the examination. |

Candidates coming out successful in the Final Examination will be given an intensive training for a period of 9 months as per the training programme prescribed by the Financial Advisor and Chief Accounts Officer of the Kerala State Electricity Board, which will also include work in Electrical Divisions and Civil Divisions for three months each as Assistant to Divisional Accountant. Only those who in the opinion of the Financial Advisor and Chief Accounts Officer of the Board, have completed the training satisfactorily to which effect a certificate to be given by the Financial Advisor and Chief Accounts Officer will be posted as Divisional Accountant. |

The examination will be qualifying one. A grace marks of 15 each for the preliminary and Final Examination will be given to candidates who have put in 15 years of service on the last day fixed for the receipt of applications. |

Seniority of the qualified candidates will be in the order of the date on which they get themselves qualified in the Final Examination. AS between candidates in the same category qualifying in the same examination, their relative seniority will be on the basis of their general seniority in the particular category in the Board. For this purpose service as Stenographer Grade II will be treated as equivalent to service as Assistant Grade II and Service as Stenographer Grade I will be treated as equivalent to service as Assistant Grade I. |

The persons when appointed as Divisional Accountants on successful completion of training will be on probation for a period of one year and will be considered for confirmation only after successful completion of probation. |

The examination is not obligatory and neither examination leave nor Traveling Allowance will be admissible to the candidates. |

Precis and General English: The paper is intended to test the ability of candidate to write clear and simple English and will cover précis of a given passage and General English.
Elementary Book Keeping: The paper on the subject will be elementary in character and will cover the following portions.
Book keeping upto Trial Balance, Trading and Profit and Loss Accounts and Balance Sheet.
Kerala P.W.A. Code: The paper on this code will be simple in character and is intended to see whether the candidate possesses, at least a rudimentary knowledge of rules and procedures of the Board in respect of the Accounts. The Chapter ‘Stores’ in the Code will be supplemented by the booklet ‘store Accounting Rules’ of the Kerala State Electricity Board.

Kerala PWD Code (Except the chapter on ‘Stores’)
The candidates will be expected to have a sound practical knowledge of the application of the Kerala PWA Code. The examination will be a severe practical test of the candidates’ knowledge of the Rules and the process of accounting in the Division.
Store Accounting Rules
The candidates will be expected to have a detailed knowledge of Rules and procedures contained in the chapter on ‘stores’ in the Commercial Manual chapter on stores in Kerala PWD Code and the store accounting Rules of the Kerala State Electricity Board to the extent they are applicable. The examination will be a severe practical test of the candidates’ knowledge of the Rules and progresses and Accounting in the Divisions.
Electricity Rules
The syllabus for the examination will be as follows:
A thorough knowledge of the Indian Electricity Act 1910 and the Electricity (Supply) Act, 1948 and the Rules thereunder. A thorough knowledge of the conditions and rates for the supply of Electrical energy and hire of electrical equipments and Circulars and Orders issued from time to time.
Kerala Service Rules:
The theory part of the examination will be a severe practical test of the candidates’ knowledge of the Rules. The paper on this subject will be of the standard fixed for that on the same subject.
Account Test (Higher)
However those who have qualified in the Account Test (Higher) will be exempted from sitting for the same paper in the Final Examination for selection of Divisional Accountants.
Note: Candidates who
have qualified in Account Test (Higher) Full for
Viva – Voce: Only those who have passed the Written Examination in the subject 1, 2, 2a, 3 and 4 will be called for the viva voce test.
The viva Voce test is intended to test the candidate’s capacity to clear the doubts of Divisional Officers and as and when required.

Application form: A newly modified application form for eligibility test/suitability test has been prescribed by the Commission. The application for the preliminary and Final Examinations in response to this notification should be submitted in the above form. The words “Application for admission to the preliminary/Final Examination of Divisional Accounts for the employees of KSEB” should be superscribed at the top of the envelope. The cost of application form is Rs. 10/- (Rupees Ten only) for all candidates. The form will be available only in the offices of Kerala Public Service Commission. The application should be certified by the Head of office/Department and those without the above certificate will be summarily rejected. Documents to prove qualification, age, etc should not be submitted along with the application. They have to be produced as and when called for by the Commission. |
