    Should have completed 18 (Eighteen) and should not have completed 35 (Thirty Five) years of age as on 1/1/2004. For details regarding age relaxation, subject to the condition that the maximum age limit shall in no case exceed 50 (Fifty) years, please see General Conditions appended to the notification.

    Note (1): As the appointment to the post is District wise, the candidates should send their applications to the District Offices of the Public Service Commission of the same district to which they are applying.

    Note (2): Typists in the Various Departments including Secretariat and Office of the Kerala Public Service Commission possessing S.S.L.C qualification are eligible to apply in response to this notification in case they possess not less than 4 (Four) years regular service on the date of application.  The maximum age limit for such persons will be 40 (forty) years with usual relaxation of three years in the case of OBC and 5 years in the case of SC/ST candidates.  The candidates in this category are not entitled to the benefit of reservation.  Such applicants should obtain a service certificate from the Head of the Department or Office showing their length of service and service to which they belong and produce the same as and when required by the Commission.

    Method of appointment

    Recruitment by transfer

    Applications are invited from Low Paid Employees of the Kerala State Subordinate Service for appointment as LD Clerk in the 5% of vacancies arising in the cadre of L.D. Clerks in the Various Departments including LDC/Village Assistants in the Revenue Department reserved for persons holding low paid posts included in the State Subordinate Services (including Last Grade Servants) as per G.O (P) No.11/74/PD dated 10/1/1974.

    (a)    Candidates holding low paid posts in the Kerala State Subordinate Services (including Part Time Contingent Subordinate Service) in the scale of pay lower than Rs.3050-5230 can apply for the above post.  The applicant should be probationer/approved probationer/full member of the Subordinate Services.  The applicants should obtain a Certificate from the Head of Office showing their service particulars in the form given as Annexure I of the notification and produce the same as and when required by the Commission.  Persons appointed through Employment Exchange or otherwise and working on a temporary/provisional basis are not eligible to apply for the post in response to this notification.

    (b)   Low paid employees in the State Subordinate Service who apply under this category are exempted from the minimum General educational qualification of pass in SSLC and also from the maximum age limit prescribed for the post. The candidates in this category are not entitled to the benefit of Physically Handicapped candidates.

        (c) The Commission will conduct a common competitive test for the candidates who apply for the post by direct recruitment and recruitment by transfer.  Based on the marks secured by the candidates in the test, separate Ranked List will be prepared for direct recruitment and recruitment by transfer in respect of each district.  Candidates who secure not less than 40% marks are eligible to be included in the ranked list for recruitment by transfer.  5% of vacancies, which are reported to the District Officers of the Public Service Commission, will be filled up by candidates selected from Low Paid Employees in the Subordinate Services. The rules regarding the reservation of appointment contemplated in the articles 14 to 17 of Part II of the Kerala State and Subordinate Service Rules, 1958 are not applicable to appointment by transfer.  If sufficient number of candidates are not available to fill up the 5% reservation quota mentioned above, such vacancies will be filled up by candidates included in the Ranked List prepared for open quota.  In case candidates included in the ranked list (prepared for recruitment by transfer) could not secure appointment before the expiry of the ranked list, the names of such candidates will be included at the top of the new ranked list, of the low paid employees drawn up by the Commission subsequently in the same order and they will be advised for appointment accordingly (Vide G.O.(P) No.39/89/P & ARD dated 8.12.1989).

    (d) Candidates who apply for recruitment by transfer should note clearly at the top of the application at Side B “appointment by transfer” and darken relevant bubble at Side A of the application. 

    COMMON STIPULATIONS

                      The following conditions are applicable to the candidates applying for selection by direct recruitment as well as by transfer from Low-Paid Employees.

    (i)                  Candidates who are eligible to apply for both Direct Recruitment and Recruitment by Transfer need not select the same district for both categories.  However if they are applying for two separate districts in the above manner they shall send separate applications for each category. If the same person applies for both categories in the same district he need not submit separate applications.  Such candidates will have to darken both the relevant bubbles in Column 6 of side A of the application and to note “For Direct recruitment and By Transfer” at the top of side B of the application.

    (ii)                Candidates advised as LDC/Village Assistant in the Revenue Department from the Ranked List to be prepared in pursuance of this notification will be sent by the Department for Survey Training if they have not already passed Chain Survey Test. 

    (iii)               Selection to this post will be made on the basis of a competitive test of the SSLC Standard. The test will be conducted during July, August & September 2005 in various districts and the Ranked List will be published on or before 31.12.2005.

    (iv)              Candidates who wish to get appointment as Lower Division Clerk in Kerala State Archives Department should note clearly at the top of the Side B of their applications “for appointment in the State Archives Department also.”  If it has not been noted in the application, such applications will not be considered for appointment in the State Archives when their turns for recruitment arise.  When the Ranked List for the post is published, the fact whether the candidates are willing to be appointed in the State Archives Department will be noted against their names.  Such candidates are eligible for appointment in other departments also, as and when their turn for recruitment arises.  If a person is once advised for appointment in the State Archives Department, he will not be further considered for appointment in any other Department on the basis of that select list.  Persons appointed as Lower Division Clerk in State Archives Department have to undergo during the period of Probation, as in-service training in “Old Scripts” as may be prescribed by Government.

    (v)                The selection test will be conducted at different centres in each district (the name of the examination centres will be published later).   The candidates should appear for the examination wherever they are admitted.

    Note:- As the selection is District-wise, candidates will be allowed to appear for the test only in the examination centres  for the district, which they have opted in the relevant column of the application.  The selection in pursuance of this notification will be made on district wise basis, subject to the special conditions laid down in G.O.(Ms.)No.154/71/PD dated 27.5.1971.  A candidate advised for appointment in one district from the Ranked List prepared for that District is not eligible for transfer to another district for a period of 5 years from the date of commencement of regular service in the former District.  Even if transfer is allowed after 5 years it will be subject to conditions laid down in G.O.(Ms.)No.4/61/PDdated 2.1.1961.  Candidates already in Government Service holding the post in any one district are prohibited from applying for the same post in another district.   For appointment in the headquarters vacancies no separate option is necessary.  They will be considered for appointment in the headquarters vacancies also without such option.  Vacancies arising in the headquarters will be filled up according to the terms and conditions of G.O.(Ms.)No.154/71/PD dated 27.5.1971 commencing from Thiruvananthapuram District.  Candidates should submit applications for the post to the District Officer of the Commission of the same district to which they are applying and should note the name of the District against the relevant column in the application (Side B) and darken the bubble in the OMR Sheet (Side A).

    (vi)     The list of selected candidates published by the Commission in pursuance of this notification will remain in force for a minimum period of one year provided that the said list will continue to be in force till the publication of a new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier.  Candidates will be advised for recruitment from the list prepared in pursuance of this notification against vacancies reported to the District Offices of the Commission, after the cancellation of Ranked List now in force and also against the vacancies reported during the period of currency of the said lists.  In case no candidate is advised from the list till the expiry of the period of 3 years, the duration of the list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.

    Application Form:

    Applications should be submitted in the form devised and printed by the Kerala Public Service Commission and all applications otherwise submitted will be summarily rejected.  (For details refer para 12A of the General Conditions).

     

    Cost of the application is Rs. 10 (Rupees ten only).  Cost of application for SC/ST candidates is Rs. 5 (Rupees five only).  The applications should be filled up in accordance with the directions contained in the information brochure supplied along with the application.  The application can be obtained from Post Offices in Kerala and Offices of the Commission.

    Note: (I)

    Candidates who apply in response to this notification should not send applications to this post in the same category to more than one district.  Contrary to this instruction if a candidate gets selection by applying to more than one district for this post in the same category, his/her name will be removed from the Ranked List and disciplinary action  will be taken against him/her.
