The ranked lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year, or till the expiry of three years whichever is earlier. 5. Method of Appointment : Recruitment by transfer
Applications are invited from low paid employees of the Kerala State Subordinate Services for appointment as Confidential Assistant Grade-II in 2% of the vacancies in the cadre of Confidential Assistant Grade-II reserved for persons holding low paid posts included in the State Subordinate Services as per G.O. (P) No.4/90/P&ARD dated 12.03.1990. As the appointments to the posts of Districtwise, the candidates should send their applications to the District Offices of Public Service Commission relating to the District to which they desire to get appointment. The appointment to the post will be based on the following conditions.
Note:- (i) Candidates holding low paid posts in the Kerala State Subordinate Services including Last Grade Services in the scale of pay lower than Rs.3590-5400/- can apply for the above post. The applicant should be a Probationer/Approved Probationer/Full Member of the Subordinate Service. The applicants should obtain a Certificate from the Head of the Department or office showing their service particulars in the form given as Annexure I of the Notification and produce the same along with the application. Persons appointed through Employment Exchange or otherwise and working on a temporary/provisional basis are not eligible to apply for this post in response to this Notification.
(ii) The applicants must possess the qualifications prescribed for appointment of Confidential Assistant Grade–II by Direct Recruitment.

The maximum age limit prescribed for direct recruitment will not be applicable for recruitment by transfer. As they are not entitled to the benefit of reservation they need not specify the name of their community in the relevant column of their application. Candidates who apply for recruitment by transfer should note clearly at the top of the application at Side B ‘appointment by transfer’ and darken the relevant bubble at Side A of the application. Applications not superscribing ‘appointment by transfer’ will summarily be rejected.
(iii) Separate ranked list will be prepared for direct recruitment and recruitment by transfer in respect of each district. Those who secure not less than 40% marks in the competitive test conducted by the Public Service Commission will be included in the Ranked List, 2% of the vacancies which are reported to the District Offices of the Public Service Commission will be filled by the service candidates. The Rules regarding the reservation of appointment as contemplated in the Articles 14 to 17 in Part II of the Kerala State and Subordinate Service Rules, 1958 are not applicable to appointment by transfer. If no candidates are available to fill up the 2% reservation quota mentioned above such vacancies will be filled up by candidates included in the Ranked Lists prepared for direct recruitment. In case all the candidates included in the Ranked List (prepared by transfer) could not secure appointment before the expiry of the Ranked List, the names of such candidates will be placed at the top of the new separate Ranked List of the low paid employees drawn up by the Commission irrespective of their service and seniority and they will be advised for appointment accordingly.
(iv) The selection in pursuance of this notification will be made on a Revenue District basis subject to the special conditions laid down in G.O. (MS) No.154/71/PD dated 27.05.1971. A candidate advised for appointment in one Revenue District from the Ranked List prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district. 8. SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT
1) Preference will be given as laid down in G.O. (MS) No.50/70/PD. dated, 12.2.70 and G.O. (MS) 9/78/G.Edn.dated, 21.1.78 to the wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications. Soldiers in active service and those working in base establishment are included under the term of Jawans. Wives of Jawans should note on the top of Side B of the applications form that they are wives of Jawans. Such candidates should produce proper certificates from the Officer Commanding stating the name, Military rank and Military address of their husbands and produce the same as and when required by the Commission ( G.O.(MS) No. 509/64/Edn. dated 19.9.1964, G.O.(MS)No.614/65/Edn.dated, 9.11.65 and G.O.MS. No. 243/66/Edn. Dated 27.5.66).
2) Laboratory Attenders in the departmental High Schools in the state who have rendered at least five years satisfactory service and who possess the prescribed qualification will be exempted from upper age limit. They should produce proper certificates from the Headmaster of the School specifying the date of commencement of service and the total service put in by them as and when required by the Commission. The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone. 3) N.D.S. Instructors who have put in not less than one year service as N.D.S. Instructors will be given age relaxation to the extent of their service as N.D.S. Instructor subject to a maximum period of 5 years (G.O.MS.156/67/Edn. Dated 10.4.67).
They should produce proper certificates from the authorities concerned, as and when required by the Commission.

NOTE: 1. Separate ranked list will be prepared for each district in pursuance of this notification. The ranked lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year, or till the expiry of three years whichever is earlier. Candidates will be advised for appointment against the aforesaid vacancies and also against the vacancies if any, reported during the currency of the lists.
2 Applications should not be sent to more than one district in response to this
notification. If applications are sent contrary to the above direction, and if he is selected his name will be removed from the ranked lists and disciplinary action will be taken against him. 3 The selection in pursuance of this notification will be made on a Revenue
District basis, subject to the Special conditions laid down in G.O.(Ms)No.154/71/PD dated 27.05.1971. A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(Ms)No.4/61/PD dated 02.01.1961. Candidates already in Government Service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified.
4. As selection to the post is made on districtwise basis, candidates who apply to this post to the district to which they belong are eligible for weightage of 5 (five) marks, provided they are otherwise qualified and eligible to be included in the Ranked List vide Para 7 of Part II of the General Conditions of the Gazette Notification. Therefore a candidate belonging to the district to which he belongs should produce a certificate issued by a Competent revenue authority not below the rank of a Village Officer concerned to the effect that the candidate belongs to the district to which the candidate has made the application.

Note: 1. The list of selected candidates published by the Commission in pursuance of this notification shall remain in force for a minimum period of one year from the date on which it is brought into force provided that the list will continue to be in force till the publication of a new ranked list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised against the vacancies shown above and for all the vacancies reported during the period of pendency of the ranked list in the order of priority if any and in the Order or merit and according to the rules of reservation and rotation wherever they are applicable.
Note: 2.(i) The provisional hands working in the above concern will be given age relaxation to the extent of their provisional Service put in subject to a maximum of five years from the upper age limit provided they are within the prescribed age limit on the date of their first appointment in the above concern. But the regular employees of the concern are not eligible for the above concession for further appointment. The provisional hands should obtain a certificate showing the period of their provisional service in the concern and shall produce the same as and when required by the Commission. It would also be clearly specified in the certificate that they were not working in the regular service of the concern.
(ii) The Retrenched employees of the Kerala Fisheries Corporation will be given age relaxation as stipulated in the G.O (Rt)No.1942/84/PW, dated 31.12.1984 to the extent of their service subject to the condition that the maximum age limit shall not exceed 50 years. These candidates will also be given preference in the matter of recruitment among other candidates with equal marks. Such candidates should obtain a certificate from the Managing Director, Kerala Fisheries Corporation Limited to prove their length of service in the Company and the date of retrenchment and produce the same as and when required by the Commission.
(iii) The Kerala Public Service Commission shall have the power to cancel the advise for appointment of any, candidates to the service of Kerala State Civil Supplies Corporation Limited, if it is subsequently found that such advice was made under some mistake. On such cancellation the appointing authority shall terminate the Service of candidate, provided that, the cancellation of advice for appointment by the Commission and subsequent termination of Service of the candidate by the appointing authority shall be made with in the period of his/her probation 240 days from the date of his/ her joining duty whichever is earlier.
(iv) Sub Paras V, VIII, IX, X, XI, and XIII in para 2 and Paras 5, 6, and 7 of the General Conditions are not applicable to this post.
