Note:	A ranked list will be prepared for Thrissur District in pursuance of this notification. The ranked list thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said list will continue to be in force till the publication of new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment against the aforesaid vacancies and also against the vacancies, if any, reported during the currency of the list. Candidates should submit applications for this post to the Concerned District Officer of the Commission and should note the name of the District against the relevant column in the application (Side B) and the concerned bubble in the OMR Sheet (Side A). The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O MS No.154/71/PD dated 27-5-1971. A candidate advised for appointment in the Revenue District from the Ranked List prepared is not eligible for transfer to another District unless he/she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O (MS) No.4/61/PD dated 2-1-1961. Candidates already in Government service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified. As selection to the post is made on district-wise basis, candidates who apply to this post to the district to which they belong a re eligible for weightage of 5 (five) marks, provided they are otherwise qualified and eligible to be included in the ranked list vide Para 7 of Part II of the General conditions of the Gazette Notification. Therefore, a candidate belonging to the District to which the candidate has made the application.

Note

(i) The list of selected candidates published by the Commission in pursuance of this notification shall remain in force for a minimum period of one year from the date on which it is brought into force provided that the list will continue to be in force till the publication of a new ranked list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised against the vacancies shown above and for all the vacancies reported during the period of pendency of the ranked list in the order or priority if any and in the order of merit and according to the rules of reservation and rotation wherever they are applicable.

ii) The provisional hands working in the above concern will be given age relaxation to the extend of their provisional service put in subject to a maximum of five years from the upper age limit provided they are within the prescribed age limit on the date of their first appointment in the above concern. But the regular employees of the concern are not eligible for the above concession for further appointment. The provisional hands should obtain a certificate showing the period of their provisional service in the concern and shall produce the same as and when required by the Commission. It should also be clearly specified in the certificate that they were not working in the regular service of the concern.

iii) The retrenched employees of the Kerala Fisheries Corporation will be given age relaxation as stipulated in the Government Order (Rt) No.1942/84/PW dated; 31.12.1984 to the extent of their service subject to the condition that the maximum age limit shall not exceed 50 years. These candidates will also be given preference in the matter of recruitment among other candidates with equal marks. Such applicants should obtain a certificate from the Managing Director, Kerala Fisheries Corporation Limited to prove their length of service in the Company and the date of retrenchment and produce the same as and when required by the Commission.

(ii) “The Kerala Public Service Commission shall have the power to cancel the advice for appointment of any candidate to the service of State Farming Corporation of Kerala Limited if it is subsequently found that such advice was made under some mistake. On such cancellation the appointing authority shall terminate the service of that candidate, provided that, the cancellation of advice for appointment by the Commission and subsequent termination of service of the candidate by the appointing authority shall be made within the period of his/her probation or 240 days from the date of his/her joining duty whichever is earlier.”

6	Age Limit	Must have completed 18 (Eighteen) years and must not have completed 37 (Thirty-seven) years of age as on 01.01.2004 with usual relaxations to SC/ST and OBC candidates. (For conditions regarding the age relaxation, please see Para (2) of the General Conditions).
Note: -For concessions allowed in upper age limit, subject to the condition that the maximum age limit in no case exceed 50 years. Please see Para (2) of the General Conditions under Part II of this notification. Relaxation of age will be allowed to all provisional employees of the twenty-nine Co-Operative Institutions mentioned in G.O.(P) No.41/98/Co-op dated; 9.3.1998 (whether they continue in service or relieved from service) who have been appointed through the Employment Exchange to the extend of their provisional service provided they possess a minimum service of one year in the provisional appointment. The maximum period of relaxation allowed to such persons will be five years. Once they get appointment on regular basis, the concessions will not be available to further appointment to any post. The candidates who are entitled to the above concessions shall note the details thereof in the respective columns of the applications. The applicants should obtain a certificate from the Head of Office or Head of Department or Appointing Authority of the Co-operative Institutions concerned. The certificate should contain all the relevant particulars such as the post in which the applicant has/had provisional service; the Scale of Pay, Name of the Co-operative Institutions in which he/she has/had worked, the Date of Commencement of provisional service and the date of termination of the provisional service. It should also be noted in the certificate that the applicant is not holding regular appointment under the Co-operative Institution. 7	Qualifications	1. (a) A Bachelor’s/Master’s Degree in Public Relations/Journalism from a recognized University with not less than 50% marks. OR A Master’s Degree in English/Malayalam Literature from a recognized University with not less than 50% marks and Post Graduate Diploma in Public Relations/Journalism from a recognized University/ Institute. 2. Experience: Minimum three years experience in this field. 3. Must be a regular employee who has completed not less than 3 years regular service in any of the cadre in the Member Society/Primary Co-operative Society affiliated to the respective District Co-operative Banks.
Note: - 1. Separate Ranked Lists will be prepared for General Open Market candidates and employees of Member/Primary Co-operative Societies. Candidates will be advised alternately from the ranked list of general open market candidates and the ranked list of employees of Member/Primary Societies respectively with the first position going to the general open market candidate. As in the case of all advices of the Kerala Public Service Commission for recruitment against the vacancies of Government Departments, Public Sector Undertakings etc. the rotation will be a continuous one. If there is shortage of candidates in the ranked list of employees of Primary Co-operative Societies, the vacancies will be filled up from the ranked list of general open market candidates.
