(a)    Should be a graduate.

Note:- (1) If sufficient number of fully qualified candidates are not available, the application of those who have passed Intermediate, Pre-University or Pre-Degree examination will be considered.

(2) a. Graduates and Post Graduates in Criminology Social work and Social Services will be given due weightage.

2.      Each eye must have a full field of vision.  Colour blindness, squint or any morbid condition of the eye or lids of either eyes will be deemed to be a disqualification.

f.   Candidates should produce at the time of interview, a Medical Certificate in Original in the form prescribed hereunder certifying their physical fitness and eye sight without glasses.  The physical measurements of the candidates will however be taken at the time of Physical Efficiency Test, Interview and those who do not posses the prescribed Physical Standards at the time will not be admitted for the Physical Efficiency Test/Interview.

Note:-  Details regarding the standards of vision should be clearly stated in the Certificate as given above, and vague statements such as 'vision normal' etc will not be accepted.  Specifications for each eye should be stated separately.  If the specifications are not as prescribed above, the Officer issuing the Certificate should state whether the candidate has not better standards of vision or worse standards of vision, as the case may be, than what is prescribed.  Otherwise the Certificate will not be accepted.

g.       Sports, Military training, Membership of NCC etc. will be considered as additional qualification.

h.       In addition to the qualification prescribed above, every candidate will be subjected to a Physical Efficiency test.  The Physical measurement of the candidates will however be taken at the time of Physical Efficiency test and who do not possess the prescribed Physical measurement will not be permitted to participate in the Physical Efficiency test.  Candidates must qualify in at least five out of the under mentioned eight events of one star standards which is the minimum requirements for recruitment.

CONDITIONS OF SERVICE

            The candidates selected will be on training for a period of nine months in the Police Training College, Thiruvananthapuram and Practical training for 3 months in the concerned DAR in which they are posted.  The period of training in the Police Training College and the period of practical training in Districts will not be counted for the purpose of probation, increments or service.

            The probation of directly recruited Reserve Sub Inspectors will commence only after completion of the practical training as prescribed in GO(Rt)No.573/78/Home dated 21.3.78.  The period of probation is two years on actual duty within a continuous period of three years.  Every person appointment to the post shall execute a bond before he joins for training to the effect that he shall serve the Department for a minimum period of five years.  During the training in the Police Training College and under Practical training in the District Armed Reserve each recruit will be given the basic pay as stipend per month.  An initial kit allowance of Rs.225/- will be paid to each recruit if uniforms are not supplied.

            As per G.O.(MS)No.44/85/Home dated 25.02.1985 the Deputy Inspector General of Police is empowered to extend the period of training of the recruits whose performance is found to be unsatisfactory, subject to a maximum of six months in each case, Despite such extension, if the performance of the trainee does not improve, the matter will be brought to the notice of  the Inspector General of Police (Head Quarters) and if they deem if necessary, will discharge the trainee from training after giving due notice to him.

2)         The selection in pursuance of this Notification will be made on a Revenue District basis subject to the Special Conditions laid down in G.O.(MS)No.154/71/PD. dated 27.5.1971.  A candidate advised for appointment in one Revenue District from the Ranked List so prepared is not eligible for transfer to another District unless he/she completes five (5) years continuous service from the commencement of service in the former District.  Even if, transfer is allowed after five (5) years, it will be subject to the orders contained in G.O.(MS)No.4/61/PD dated 2.1.1961.  Candidates already in Government Service, holding the post in one District are restrained from applying for the same post in another District.  But they can apply for higher posts.

3)         The name of the District to which appointment is desired should be noted in the relevant column of the application and application should be sent to the concerned District Office of the Public Service Commission.

5) Age Limit:  Should have completed 19 (Nineteen) years and should not have completed 40 (forty) years on 1.1.2006.  (No other age relaxation will be allowed).

Note:- In the absence of qualified candidates within the age limit the upper age limit shall be relaxed upto 50 years.  But in no case the maximum age limit shall exceed 50 (fifty) years.

6)      Qualifications:-

(1)    Must have passed the S.S.L.C. examination or its equivalent.

(2)    Must not be less than 160 cms. in height and 76 cms. round the chest with a minimum expansion of 5 cms.

(3)    Must be certified by a Medical Officer not below the rank of an Assistant Surgeon as to his physique Fitness and capacity for active out door work.

Note:- (1)  If necessary, a physical efficiency test will be conducted  to assess the physical fitness of candidates.  The details of the test will be intimated later.

(2)       Preference shall be given to Ex-serviceman in view of the arduous and special nature and responsibilities attached to the post.  Women and physically handicapped candidates shall not be eligible to apply for this post.

(3)       Candidates appointed will be on probation for a period of 2 years on duty within a continuous period of 3 years and the candidates appointed shall undergo a training as may be prescribed by the Board of Revenue for a period of not less than 3 months.  The period of training shall count for probation and increment.

(4)       Every person deputed for training shall execute a bond agreeing to compete the course of training and to serve the government after training for such minimum period as may be specified by the Board of Revenue (Excise) failing which the shall be liable to refund the cost of training together with liquidated  damages.

(5)       The previous for the award of weightage marks as contemplated in para 7 of the general conditions is applicable to this post.  Therefore, a candidate who applies to this post to the District to which he belongs shall produce a certificate issued by a competent Revenue Authority not below the rank of the Tahsildar concerned to the effect that he belongs to the District to which he has made his application, when required by the Commission.
