     50% of the vacancies reported from each District Co-operative Bank for direct recruitment will be filled up by selection from eligible employee of affiliated Member Societies of the respective banks.  The vacancy each now reported will be filled up from Ranked List of General Open Market Candidates.  50% of  the total vacancies(including this vacancy) for the above post  reported during the pendency of the Ranked List will be filled up from this Category.

 

NOTE : 1)  The Ranked List prepared and published by the Commission shall remain in force for a minimum period of one year subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of  one year or till the expiry of three years whichever is earlier.  Candidates will be advised for appointment against  the  50% vacancies that they may be reported to the Commission in writing (including this vacancy) during the period of currency of the list.

 

2.  The selection in pursuance of this notification will be made on District-wise basis and separate ranked lists will be prepared for each Co-operative Banks.  Applications should not be sent to more than one District in response to this notification.  If applications are sent contrary to the above  direction  and if he/she is selected, his/her name will be removed from the Ranked List and Disciplinary action will be taken against him/her. Candidates should apply for the post in that District Co-operative Bank only to which his/her member Society/Primary Co-operative Society is having affiliation and should forward the applications to the District Offices concerned of the Commission and should note the name of that District against the relevant Column in the application.  The address of the District Offices to which applications are to be sent is furnished in Column(11) of the notification.

Method of appointment

:

Direct Recruitment from eligible employees of Member Societies / Primary Co-operative Societies affiliated to the concerned District Co-operative Bank.

6.

Age Limit

:

Must  have completed 18(Eighteen)years and must not have completed 50 (Fifty) years as on 01/01/2006.

7.

Qualifications

:

1. B.A./ B.Sc / B.Com. Degree of a recognised   University.

2. Certificate in Data Entry Operation of an Institution  recognised   

by  State/ Central Government.

3.  One year experience in Data Entry Operation.

4.   Must be a regular employee who has completed not less than 3(three)years regular service and continuing in service in any cadre in a Member Society/Primary Co-operative Society affiliated to the respective District Co-operative Bank.

NOTE:- 1)The Register No. and  date of registration of the Institution from which the experience  certificate is produced, shall be  clearly entered in the experience certificate.

             The experience certificate shall be countersigned by a District Level Officer of the concerned Govt. Department which issue the Registration Number to the Institution.(The genuineness of the experience certificate shall be examined. Action will be taken against those who issue bogus certificates and the candidates who produce bogus certificates).

         2)Separate Ranked Lists will be prepared for General Open Market candidates and employees of Member/Primary Co-operative Societies.  Candidates will be advised  alternatively from the Ranked List of General Open Market candidates and the Ranked List of employees of Member/Primary societies respectively with the first position going to the General Open Market candidate.  As in the case of advices of the Kerala Public Service Commission for recruitment against the vacancies of Government Departments, Public Sector Undertakings etc. the  rotation will be a continuous one.  If there is shortage of candidates in the Ranked List of employees of Primary Co-operative Societies, the vacancies will be filled up from the Ranked List of General Open Market Candidates.  Such passed over vacancies will not be compensated later.  The rules of reservation as laid down in the General Rules 14-17 of the KS&SSR will be followed for appointment from both the lists.

        3)The eligible employees of affiliated Member/Primary Co-operative Societies who apply for the above post  should note at the top of the applications as “Appointment from among employees of affiliated Member Societies/Primary Societies”.  They should obtain the Service Certificate from the Assistant Registrar(General) of Co-operative Societies showing the details of service of the applicant  which render them eligible to apply for the post and shall be produced when required by the Commission.  The Service Certificate should contain the following details:

8.  Application Fee and Application Form:

      Candidates should apply in the new application form which is specially designed for processing through Optical Mark Reader(OMR) also.  The application form is a single sheet of paper printed on both sides to facilitate Computer processing also using the Optical Mark Reader.  Side A is the OMR data sheet and side B is the conventional application form.  Candidates must fill up both sides of the application form.  Candidate should indicate the eight digit barcode printed on side A of the application in all future correspondences.

        Cost of the application is Rs.10 (Rupees Ten only).  Cost of Application for SC/ST candidates is Rs.5/- (Rupees Five only).  The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application.  Applications which are not in the prescribed form and those which are not filled up in accordance with the instructions in the brochure will be summarily rejected.  The applications can be obtained from Post Offices in Kerala and from various Offices of the Commission.

The Selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O(Ms.)154/71/PD dated 27.05.1971.  A candidate advised for appointment in the Revenue District from the Ranked List prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former District.  Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.Ms.No.4/61/PD dated 02.01.1961. But as per the G.O(P)No.12/96/P&ARD dated 16.03.1996 the condition of 5 years service is not applicable for transfer to the districts of Idukki, Wayanad & Kasargod.  This concession is to be  available only for getting transfer into these districts, but not for getting transfer out of these districts.  This concession will be granted only once in the career of a Government servant.  Candidates already in Government Service holding this post in any one District are prohibited from applying again for this post.

:

Should have completed 18(Eighteen) years of age and should not have completed 39(Thirty nine) years of age as on 01.01.2006 with usual relaxation to Scheduled Castes Scheduled Tribes, Other Backward class Communities.

Note:-

For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years, please see para (2) of the general conditions under Part II of this Notification.

Qualification:-

(i)

A  Bachelors Degree or Post Graduate Degree  in English Language and Literature, and

(ii)

B.Ed/B.T with English as optional subject conferred or recognised by any of the Universities in Kerala.

 

In the absence of those with qualifications in item(ii) candidates with B.Ed/B.T in any other subject conferred or recognised by any of the Universities in Kerala will be considered.

Note:- 1.

Disciplines in which BA/MA and B.Ed Degrees were obtained should be mentioned in column 6a of Side ‘B’ of the application form. 

Note:- 2.          

Those candidates who secured B.Ed/B.T Degrees from the Universities outside Kerala should note in the application form the number and date of relevant orders declaring the said Degree as equivalent to those prescribed for this selection.  The copies of such order shall be produced before the Commission when it is called for.

8.

 SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

1

Preference will be given as laid down in G.O(MS)No.50/70/PD dated 12.02.70 and G.O(MS)9/78/G.Edn. dated.21.01.78 to the wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications.  Soldiers in active service and those working in Base establishment are included under the terms of Jawans.  Such candidates should obtain proper certificates from the Officer commanding stating the name, Military rank and Military address of their husbands and produce the same as and when required by the Commission [(G.O.(MS)No.509/64/Edn. Dated 19.09.1964, G.O(MS)No.614/65/Edn. Dated 09.11.65 and G.O MS.No.243/66/Edn. Dated 27.05.66)]

Wives of Jawans should note on the top of Side B of the application form that they are wives of Jawans.  This benefit will not be available to those candidates who do not state the aforesaid details in that manner, even if they produce relevant documents later.

First Class Scouts and Guides will be given preference in the matter of appointment as Teachers(G.O(Ms)No.122/75/G Edn. Dated 27.05.75.)

3.

Laboratory Attenders in the Departmental High Schools in the State who have rendered at least five years satisfactory service and who possess the prescribed qualification will be exempted from age limit.  They should produce proper certificates from the Headmaster of the School specifying the date of commencement of their service and the total service put in by them as and when required by the Commission.  The candidates who claim exemption on this basis will not be given benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone (G.O.Ms.315/62/Edn. Dated 14.05.1962)

4.

Teachers of the Government Primary and Nursery Schools who are Graduates and are otherwise qualified will be exempted from upper age limit(G.O.Ms.No.185/70/Edn. Dated 18.04.70 and G.O MS.No.466/70/Edn. Dated 11.11.70.)  They should produce proper certificates from authorities concerned, as and when required by the Commission.

Note:-1

The candidates who claim concessions in lieu of any of the above reason should state the fact in the relevant column of the Side B and darken the bubble in the OMR sheet Side A of application. Otherwise the applications are liable to be rejected presuming that they are over aged candidates (For other conditions regarding age relaxation please see para 2 of the General conditions) Upper age limit after allowing age relaxation as per rule should not exceed 50 years.

            Applications sent to any address other than that of the District Officer of the District to which the candidates apply will be summarily rejected.

            Candidates should appear at their own expenditure for the Written Test and the Interview of the place and time to be intimated to them.  Any kind of recommendations either verbal or written on behalf of any candidate will disqualify him/her for selection to this post.
