The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(Ms) No.154/71/PD dated 27.5.1971.  A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(Ms)No.4/61/PD dated 2.1.1961.  Candidates already in Government Service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified.

13. SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

1.      Preference will be given as laid down in G.O.(MS) No. 50/70/PD dated.12.02.1970 and G.O. (MS)  9/78/G. Edn. dated 21.01.1978 to the wives of Jawans in the matter of recruitment as teachers, if they possess the prescribed qualifications. Soldiers in active service and those working in Base establishment are included under the terms of Jawans, wives of Jawans should note on the top of side  ‘B’ of the application form that  they are wives of Jawans. Such candidates should produce proper certificates from the officer Commanding stating the name, military rank and military address  of their husband and produce the same as and when required by the commission (G.O.(MS)  NO. 509/64/Edn. dated 19.09.1964,  G.O(MS) No. 614/ 65/Edn. Dated 09.11.1965    and G.O. (MS) No. 243/ 66/Edn.  dated 27.05.1966).

2.      Laboratory Attenders in the departmental High Schools in the state who have rendered atleast 5 years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should  produce proper certificates from the headmaster of the school specifying the date of commencement of their service and the total service put in by them as and when required by the commission.  The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone.  (G.O.(MS) No. 315/62/Edn. dated.14.05.1962). 

3.      First class Scouts and Guides will be given preference in the      matter of appointment  as  Teachers G.O. (M.S)No. 122/75/Gen. Edn. dated 27.05.1975)

Note: The candidates who claim concessions in lieu of any of the above reasons should state the fact in the relevant column of the side ‘B’ and darken the bubbles in the OMR sheet side ‘A’ of  application.  Otherwise the applications are liable to be rejected presuming that they are over aged candidates (for other conditions regarding age relaxation, please see para 2 of the General Conditions). Ninety (90) percent of the vacancies shall be filled up or reserved to be filled by direct recruitment and the remaining 10 per cent of the vacancies shall be filled up by transfer from the members of the Last Grade Servants employed in the Department who possess qualified Last Grade Employees in the Excise Department for such recruitment, the vacancies shall be filled up by Direct Recruitment.

:

Qualifications:

1.

Must have passed S.S.L.C Examination or its equivalent.

   

2.

Must not be less than 165 Cms in height and 81 Cms round the Chest with a minimum expansion of 5 Cms.

 

Note:

 

In the case of a candidate belonging to the Scheduled Castes and Scheduled Tribes the minimum height shall be 160 Cms and the minimum chest measurement shall be 76 cms with a minimum expansion of 0.5 Cms.

                        In the case of recruitment by transfer from members of the Last Grade Servants of the Excise Department, the minimum height shall be 162 Cms.

3.      Must be certified by a Medical Officer not below the rank of an Assistant Surgeon as to his physique  Fitness and capacity for active outdoor work.  The Medical Certificate has to be produced as and when called for.

 

Note:

(1)

If necessary a Physical Efficiency Test will be conducted to assess the Physical fitness of candidates before the interview.  The details of the test will be intimated later.

   

(2)

In the case of direct recruitment, preference shall be given to Ex-Servicemen.  In view of the arduous and special nature and responsibilities attached to the post, women and physically handicapped candidates shall not be eligible to apply for this post.

   

(3)

Candidates appointed by direct recruitment/by transfer will be on probation for a period of two years on duty within a continuous period of three years and the candidates appointed shall undergo a training as may be prescribed by the Board of Revenue for a period of not less than three months.  The period of training shall count for probation and increment.

   

(4)

Every persons deputed for training shall execute a bond agreeing to complete the course of training and to serve the Government after training for such minimum period as may be specified by the Board of Revenue (Excise)failing which he shall be liable to refund the cost of training together with liquidated damage.

   

(5)

In case of direct recruitment, the provision for the award of weightage marks as contemplated in para 7 of  the General Conditions is applicable to this post.  Therefore a candidate, who applies to this post to the District to which he belongs, shall produce, as and when requested.  A certificate issued by the competent Revenue Authority not below the rank of the Village Officer, concerned, to the effect that he belongs to the District to which he had made his application.

Last Grade Employees  in the Excise Department can apply for appointment by transfer, if they satisfy all the conditions of the notification.  Candidates applying for recruitment by transfer shall produce, as and when requested, a service certificate in the form given in Annexure I of the notification, duly signed by the Head of Office.  They should also note clearly on the top of the application at side ‘B’ “Appointment by Transfer” and darken relevant bubble at side’A’ of the application.  Applications which do not satisfy the above conditions will not be considered for appointment by Transfer.

If the same person applies for both the categories in the same district, he need not have to submit separate applications for each category.  Such candidates will have to darken the relevant bubbles in column 6 of Side ‘A’ of the application and to note “For Direct Recruitment and By Transfer” at the top of the side ‘B’ of the application.  Separate ranked list will be prepared for each category.

The conditions laid down in Sub para VII of the para 2 and para 5 of the General conditions are not applicable to this post.

(3)              The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in  G.O.(MS)No.154/71/PD dated, 27.5.71.  A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(MS)No.4/61/PD dated, 02.01.1961.  Candidates already in Government service holding this post in any one district are prohibited from applying again for this post but they can apply to higher posts when notified.

2.      Experience as Lift Operator for a period of six months after acquiring the qualification specified in  item No.1 above.

Note: (1) Separate ranked list will be prepared for each district in pursuance of this notification.  The ranked lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier.  Candidates will be advised for appointment against the aforesaid vacancies and also against the vacancies, if any, reported during the currency of the lists.  In case no candidate is advised from the ranked lists till the expiry of the period of three years the duration of the ranked list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.
