Application Form

The application form is a single sheet of paper specially designed for processing through Optical Mark Reader (OMR) also.  Candidates have to fill up both sides of the application form.   Each application form contains a unique eight-digit barcode on side ‘A’.  This barcode number is unique for each application.  The candidate has to quote this number for further enquiries.

            The application forms will be available in the Post Offices inside the State and Offices of the Kerala Public Service Commission.

(a)Essential:

1. Post Graduate Degree in Psychology with not less than 50% marks from a recognized institution or its equivalent qualification.

2. 5 years experience in experimental psychology/psychological process from a recognized institution.

(b)Preferential:

1. M.Phil Degree in Psychology from a recognized University

2. Previous experience in handling polygraph (lie detector) and Interrogation from a recognized institution.

1.The experience qualification prescribed for this post shall be acquired after obtaining the basic essential Post Graduate qualification.

Note:-

                 Candidates should produce at the time of interview a Medical Certificate (in original) certifying to the visual standards specified (including the field of vision and color blindness)obtained from a Medical Officer of or above the rank of an Assistant Surgeon.

Note:-  Candidates should enclose copies of all documents to prove their qualifications claimed in the application.

Training

          A person appointed to a post of Assistant Director(Polygraph) by Direct Recruitment shall undergo 6  months training in all branches of Forensic Science in the Forensic Science Laboratory and also undergo  a training in that/those discipline(s) of Forensic Science which will be dealt with in the division(s)  of Forensic Science Laboratory to which he/she will be appointed/ transferred in a Forensic Science Laboratory or in NICFS, Govt. of India, New Delhi or similar institution to be decided by the Government on the advice of the Director General of Police for a minimum period of six months or for such period/periods  required to complete the course/courses of training in the institutions to which he is deputed.  A trainee will be entitled to the following benefits during the period of training.

a)He will be eligible to draw an amount equal to the minimum of the scale of pay of the post and the usual allowances.

b)He will eligible for traveling allowances for to and fro journeys incidental to the training at the rates admissible to the Officers drawing pay at the minimum of scale of pay of the post under Kerala Service Rules.

c)Any other allowances like compensatory allowances, warm clothing allowance etc which Government may by general or special orders sanction to officers deputed for travelling.

d)The period of training will be inservice and treated as duty under Rule 12(7)(iii)Part I, Kerala Service Rules.

Probation:-  Every person appointed to the post by direct recruitment shall on  completion of the training be on probation for a total period of 2 years on duty within a continuous period of 2 years on duty within a continuous period of 3 years.

Test:-  Every person appointed to the post shall within the period of probation pass the Account Test for Executive Officers or Account Test(Lower) if he has not already passed the test.

Bond:- Every person appointed to the post shall execute a bond in such form as may be prescribed by the Government to serve the state Government for a minimum period of 5 years after completion of training failing which he will be liable to pay a sum  of Rs.25000 (Rupees Twenty Five thousand only) as liquidated damages to the Government in addition to the actual cost of training assessed by the Account General (A&E), Kerala, Thiruvananthapuram.

Note:1

For candidates belonging to Scheduled Castes and Scheduled Tribes, the requirement of experience shall not be insisted upon.  Such candidates shall be given training for six months during the period of probation after appointment to the post.

            Experience prescribed for direct recruitment shall be one acquired after obtaining the basic academic or other qualification.  Practical Experience gained by holding temporary or regular appointment in Government Service as well as in Public or registered Private Sector undertaking shall alone be accepted as experience for the purpose of direct recruitment.

Note:2

Temporary or regular appointment in registered Private Sector undertaking shall mean temporary or permanent appointment in

(i)                  Co-operative Societies registered under the Kerala Co-operative Societies Act.

(ii)                Small Scale Industrial unites registered with the Industries Development Commissioner and

(iii)               Industrial Institutions where in Government have investments.

Note:3

Experience gained as workers on daily wages of a permanent nature shall also be accepted provided the Service is continuous and not of a casual nature.

(i)                  National Trade Certificate in the Trade Electrician issued by the Government of India (National Council for Training in Vocational Trades)

(ii)                National Trade Certificate issued by the Government under the Craftsman Training Scheme in the Trade Electrician obtained through the Industrial Training Institutes.

(iii)               National Trade Certificate in the trade Lineman and Wireman under the Work Orientation Scheme (Matric Trade) 18 months Course with 6 months.  Obligatory in plant training issued by Government through industrial Training Institute for which the minimum general educational qualification for admission was prescribed as completion of University Course intermediate.

(iv)              Any other qualification recognized by the Government as equivalent to anyone of the above Certificates.

          The cost of the application form is Rs.10 (Ten only).  The cost of the application form for SC/ST candidates is Rs.5 (Five only).  An information brochure will be supplied with the application form.  Candidates should read the instructions carefully before filling up the form.

          Candidates should not enclose any documents along with the application.  Copies of documents to prove Educational Qualification, Community, Age etc. should be submitted as and when called for by the Commission.
