7.  Qualifictions:

1.     A Pass in S.S.L.C or its equivalent and

2.     Mechanic Certificate or 3 years experience in well equipped mechanical workshop or Fitter Test Certificate or a certificate of Automobile Engineering awarded after undergoing prescribed course of study in ITI or ITC.  In the case of Ex-Serviceman the following qualifications shall be considered sufficient.

1.     A pass in Standard IX

2.     One year experience as mechanic in the Military Service.

Note:-   The authority for issuing mechanic certificate will be the Head of the Institution.

9.     Application Form and Application Fee:

              The application form is a single sheet paper, specially designed for Processing through Optical Mark Reader (OMR) also.  

The candidates have to fill up both sides of the application.  Each application form contains a unique eight digit barcode on Side A.  This barcode number is unique for each application.  The candidate has to quote this number for further enquiries.

         The application form can be obtained from all the Post Offices inside the State and offices of the Kerala Public Service Commission.

           The Cost of the application form is Rs.10/- (Rupee Ten only).  The cost of the application form for SC/ST candidates is Rs.5r/- (Rupees Five only).  The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application form.

          Documents to prove, qualification, age and community, experience etc., have to be produced as and when called for.  No copies should be attached with the application.                                          

          Application should be submitted in the form devised and printed by the Kerala Public Service Commission and applications otherwise submitted will be summarily rejected.

7. QUALIFICATIONS :

(a)    Group certificates under K.G.T.E/M.G.T.E  or equivalent         examination.

  Note:- Group Certificate will include all the four groups viz. Building        Drawing,  Building Construction, Survey and Irrigation.             

                Alternatively a pass in eight subjects namely Surveying and Levelling (Higher), Applied Mechanics (Higher), Building Materials and Construction (Higher), Hydraulics and Irrigation (Higher), Building Drawing and Estimating (Higher), Earth Work and Road Making (Higher), Geometrical Drawing (Lower) or Practical Plane and Solid Geometry (Lower).

        (b)   Certificate course of College of Engineering, Trivandrum (2 years course)

        ©   Diploma in Craftsmanship in the trade of Draftsman (Civil) or (Surveyor) obtained after 18 months course (followed  six month’s practical training) at the Industrial Training Institute/Centres conducted by the Government of India, Ministry of Labour.

Note:-  (i) Candidates who have successfully completed the Industrial Training of 18 months will also be treated as qualified even if they have not completed the period of practical training.

             (ii)  Persons already in service as on 20.11.1958 holding a certificate secured after undergoing Draftsman Civil Training under T.T.C Scheme, College of Engineering, Trivandrum or at any of the Industrial Training Centres of the Ministry of Labour, Government of India, after a course of 18 months shall be deemed to possess the Diploma of Draftsman (Civil) for purpose of promotion.

             (iii) Diploma in Craftsmanship (trade test certificate) in the trade of Draftsman (Civil) awarded to private candidates without insisting on six months practical training.

(d)   Diploma in Agricultural and Rural Engineering given by the Rural Institute, Thavanur.

(e)    Pass in the Overseer course conducted by the Government.

(f)     Diploma in Civil Engineering (2 years course) of the Women’s polytechnics of the State.

(g)    Kerala Government (Certificate Examination in Civil Engineering) (2 years course).

                             Candidates will be advised against the vacancies shown above and for all the vacancies reported during the period of pendency of the ranked list in the order of priority if any and in the order of merit and according to the rules of reservation and rotation wherever they are applicable.

(ii)  The Kerala Public Service Commission shall have the power to cancel the advice for appointment of any candidates to the Municipal Common Service if it is subsequently found that such advice was made under some mistake.       The above vacancies are now in existence.  The list of selected candidates published by the commission in response to this notification shall remain in force for a minimum period of one year and a maximum period of three years provided that the said list will not continue to be in force if a new list after the expiry of the minimum period of one year is published.  Candidates will be advised from the said list against the vacancies noted above and more vacancies, that may be reported to the Commission in writing during the currency of the list, having the scale of pay as prescribed by the concerned Organization strictly in accordance with the order of receipt of vacancies in the office of the Commission and in accordance with the rules of reservations and rotation followed by the commission.  Candidates will not have the right to choose a particular organization or Scale of pay.

Note:- 1The provisional hands working in the various Companies/Corporations/ Boards/Authorities/Societies will be given age relaxation to the extent of their provisional service put in subject to a maximum of five years from the upper age limit provided  they are within the prescribed age limit on the date of their first appointment in the concern.  But the regular employees of the concern are not eligible for the above concession for further appointment.  The provisional hands should obtain a certificate showing the period of their provisional service in the concern and shall produce the same as and when required by the Commission.  It should also be clearly specified in the certificate that they were not working in the regular service of the concern.  The overaged candidates who become eligible to be included in the Ranked list on the basis of their provisional service in any company/ Corporation/ Board/Authority/Society will be considered only in the vacancies reported by the same concern, in which they have worked provisionally.

2.    The retrenched employees of the Kerala Fisheries Corporation will be given age relaxation as stipulated in the G.O (Rt.) No 1942/ 84/ PW dated 31.12.1984 to the extent of their service,  subject to the condition that the maximum age limit shall not exceed 50 (Fifty) years.  The candidates will also be given preference in the matter of recruitment among other candidates with equal marks.  Such candidates should obtain a certificate from the Managing Director, Kerala Fisheries Corporation Limited to prove their length of service in the company and the date of retrenchment and produce the same as and when required by the Commission.

7.  Qualifications:

 1) Should be able to read and write any of the languages, Malayalam, Tamil or Kannada. Candidates, who have passed 8th, 9th or 10th class as the case may be, alone will be considered for appointment in those Organizations prescribing that qualification.

 2) Current Motor Driving License endorsed to drive Light Duty Vehicles with Badge.

 3)  Should have completed three years after obtaining licence .

 4) Normal visual standards as per Motor Vehicles Act and Rules and Medical fitness as per prescribed standards.

2.             Candidates should possess Current Driving License and Badge on the last date for receipt of applications in the office and also on the date of written test, Practical Test and Interview.

3.      The proficiency in driving will be assessed by the Commission by conducting a practical test
