  1. Age limit  :  Should have completed 18 (Eighteen)  years of age and should not have  completed   39 (Thirty nine)years of age as on 01.01.2007 with usual relaxation to  Scheduled Caste/Scheduled Tribes,Other  Backward Communities.
Note:    For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years, please see Para (2) of the general conditions under Part II of this Notification.

7.             Qualifications:

     A bachelors Degree or Post Graduate Degree with Mathematics or Statistics  as Main Subject and B. Ed/ B.T in the concerned subject both conferred or recognised by the Universities in Kerala.

Note: (1) Diploma in Rural Service awarded by the National Council for Rural Higher Education will also  be treated as equivalent to the Degree for the above purpose.
(2) The applicants should have taken Mathematics or Statistics as Main  subject for graduation. Graduates with Physics as Main and Mathematics as Subsidiary and teaching of Mathematics as one of the subjects for B. Ed can also apply. Their applications will be considered only in the absence of Graduates in Mathematics/Statistics
(3) Question papers for the Written Test if any will be in    Malayalam.           The Candidates should answer the question in Malayalam.
(4) The disciplines in which B. Sc/ M. Sc and B. Ed Degrees were obtained should be mentioned in brackets in column 6 (a) of Side ‘B’ of the application form.
(5) Those candidates who secured B. Ed/ B. T Degrees from the Universities outside Kerala should note in the application form the number and date of relevant orders declaring the said Degree as equivalent to those prescribed for this selection. The copies of such order shall be produced before the Commission when it is called for.

8.             SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

1.      Preference will be given as laid down in GO (MS)No.50/70/PD dated 12.2.1970 and G. O (MS) 9/78/G. Edn. Dated   21.01.1978 to the wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications. Soldiers in active service and those working in Base establishment are included under the terms of Jawans. Such candidates should obtain proper certificates from the officer commanding stating the name, Military rank and Military address  of their husbands and produce the same as and when required by the Commission [GO(MS)  No..509/64/Edn. dated 19.09.1964, G.O(MS) No.614/65/Edn. dated 09.11.1965 and GO (MS) No. 243/ 66/ Edn.  dated 27.05.1966)].      Wives of Jawans should note on the top of side B of the applications   from that they are wives of Jawans. The benefit will not be available to  those candidates who do not  state the aforesaid details  in that manner, even if they produce  relevant documents  later.
2.   First class scouts and guides will be given preference in the matter of appointment of teachers (G.O.M.S)No.122/75/G.Edn. dated  27.05.1975)
3.  Laboratory Attenders in the Departmental High Schools in the state who have rendered at least 5 years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should obtain proper certificates from the Headmaster of the school specifying the date of commencement of their service and the total service put in by them as and when required by the Commission.  The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone. [G.O. (MS) 315/ 62/ Edn.  dated 14.5.1962]. 
4. Teachers of the Government Primary and Nursery Schools who are   graduates and are otherwise qualified will be exempted from upper age limit. G.O(MS)No.185/70/Edn. dated18.04.1970 and  GO (MS) No.466/ 70/Edn. dated 11.11.1970). They should produce proper certificates from authorities concerned as and when required by the Commission.
Note: 1. The candidates who claim concessions in lieu of any of the above reason should state the fact in the relevant column of the side B and darken the bubble in the OMR sheet side A of the application.  Otherwise the applications are liable to be rejected presuming that they are over-aged candidates (for other conditions regarding age relaxations please see para 2 of the general conditions). Upper age limit after allowing age relaxation as per rule should not exceed 50 years.
2. Documents to prove qualification, age and Community etc. have to be produced as and when called for. No copies of documents should be attached with the application.

      The Paragraphs 2,3,4,5,6,7,8,9,15 ( c )  , 15(d), (e), (f) ,16, 21,22,23,and 27 in the General Conditions in Part II of this notification are not applicable  for appointment  ‘By Transfer’  to this post.

COMMON STIPULATIONS FOR DIRECT AND BY TRANSFER  RECRUITMENT

(i) Separate ranked lists will be prepared for each district in pursuance of this notification. The ranked lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier.  Candidates will be advised for appointment against the vacancies, if any, reported during the currency of the lists.  In case no candidate is advised from the ranked list till the expiry of the period of three years, the duration of the ranked list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.
(ii)
Applications should not be sent to more than one district in response to this notification.  If applications are sent contrary to the above direction, and if he/she is selected his/her name will be removed from the ranked lists and disciplinary action will be taken against him/her.  Candidates should submit applications for this post to the concerned District Officer of the Commission and should note the name of that District against the relevant column in the application (Side B) and darken the bubble in the OMR Sheet (Side ‘A’). Candidates who are eligible to apply for both Direct Recruitment and Recruitment by Transfer need not select the same district for both categories. But they should submit separate applications for each category even if they selected the same district.  The address of the District Officers to which applications are to be sent is furnished in column (6) below of the notification.

)The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in    G.O.(MS)No.154/71/PD dated 27.5.1971.  A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district even if transfer is allowed after 5 years, it will be subject to the rules in G.O. (MS)No.4/61/PD dated 02.01.1961. But as per the G.O. (P) No.12/96/P&ARD dated 16. 03. 1996  the condition of 5 years  service is not applicable  for transfer to the districts of Idukki, Wayanad and  Kasargod. This concession will be available only for  getting transfer into these districts, but  not for getting transfer out of these districts. This concession will be granted only once in the career of a Government Servant. Candidates already in Government service holding this post in any one District are prohibited from applying again for this post.

5.  Application Form

The application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader (OMR).  Side ‘A’ is the OMR data sheet and Side ‘B’ is the conventional application form.  The candidates must darken the bubbles in Side A and fill up columns in Side B of the application form. Cost of application form is Rs.10/- (Rupees Ten only).  The cost of  application form for SC/ST candidates in Kerala is Rs.5/- (Rupees five only).  The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application form.  The application form can be obtained from the various offices of the Kerala Public Service Commission and from the various Post Offices in Kerala.   Application should be submitted in the form devised and printed by the Kerala Public Service Commission and applications otherwise submitted will be summarily rejected.

Note:     (1)  Post Graduates in Kannada are also eligible to apply for this post   provided  they have B.Ed/B.T/L.T qualification.

(2)  B.Ed should be in the  concerned subject, Kannada.

Note:- 1. In the absence of suitable candidates the vacancies set apart for by transfer recruitment shall be filled up by the candidates from the Ranked List prepared for direct recruitment.
2.     Vacancies reported from the Schools which are under the control of Local Self Government Institutions shall not be filled up from the Ranked List prepared as per this notification.

5.       Method of appointment        :    Recruitment by transfer from  among the employees who have  completed the prescribed service     and who are working as   Clerk/Typist/Attender/Peon in    Education Department.

Note:- (1) A ranked list will be prepared for Thrissur District in pursuance of this notification.  The ranked lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier.  Candidates will be advised for appointment against the aforesaid vacancies and also against the vacancies, if any, reported during the currency of the list.  In case no candidate is advised from the ranked list till the expiry of the period of three years the duration of the ranked list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.
(2) Applications should be sent to Thrissur district in response to this notification. Candidates should submit applications for this post to the Thrissur District Officer of the Commission and should note the name of that District against the relevant column in the application (Side B) and darken the bubble in the OMR Sheet (Side A).  The address of the District Officer to which applications are to be sent is furnished in column (10) below of this notification.
(3) The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(Ms) No.154/71/PD dated 27.5.1971.  A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(Ms)No.4/61/PD dated 2.1.1961. But as per the G.O.(P)No.12/96/P&ARD dated, 16.3.1996 the condition of 5 years service is not applicable  for transfer to the districts of Idukki, Wayand & Kasaragod.   This concession will be available only for getting transfer to these districts, but not for getting transfer out of these districts and this concession will be granted only once in the career of a Government servant.

6.         Age Limit                             :    Not applicable. 

7.                   Qualifications:

        (A)  Degree in Sanskrit and B.Ed/B.T/L.T conferred or recognized                by the Universities in Kerala.

                                                           OR

          A Title of oriental learning in Sanskrit awarded or recognised by the Universities in Kerala and Certificate in Language Teachers Training  issued  by the Commissioner  for  Government  Examinations, Kerala.  In regard to High School Assistant (Languages) in Government Schools, a title of Oriental Learning in the concerned Language awarded or recognised by the Universities in Kerala shall also be accepted in lieu of Degree if these titles have been declared as equivalent to Part III of the Degree.         
(B)  Service as Clerk/Typist/Attender/Peon in the Education 
                Department  with not less than 5 years as on the date of                     application.
Note
:- 1.  ‘Siksha Sastri’ Examination of the Rashtriya Sanskrit Sansthan  
                  and   “Siksha Sastri” Examination of the Kameswar Singh   Darbhanga University of Bihar will be treated as equivalent                      toB.Ed Degree Examination of the Universities in Kerala for    the purpose of appointment as High School Assistants (Sanskrit)
2.      Post Graduates in Sanskrit are also eligible to apply provided 
      they have B.Ed/B.T/L.T.

           3.   B.Ed. should be in the concerned subject.

           4.   Subject of the Degree should also be written in brackets along                    with Degrees ie, B.A., M.A., B.Ed and M.Ed in  Column 6 (a)                     of Side ‘B’of the application form.

          5. Those candidates who secured B.Ed/B.T Degrees from the   Universities outside Kerala should note in the application form the number and date of relevant orders declaring the said Degree as equivalent to those prescribed for this selection.  The copies of such order shall be produced along with the application.

6.  Copies of documents to prove qualification, date of birth and Service have to be attached with the application.  Original Documents should be produced as and when called for.  Applicants should produce a Service Certificate in the form prescribed below from the Head of Office/Department as and when called for.  Copy of the above Certificate should be attached with the application form.  Applications should be directly sent to the concerned District Officer of the District where the applicants wish to be appointed.

9. Application form:-      

          The Application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader (OMR).  Side ‘A’ is the OMR data sheet and Side ‘B’ is the conventional application form.  The candidates must darken the bubbles in Side ‘A’ and fill up columns in Side ‘B’ of the application  form.  Candidates must fill up both sides of the application.  Each application form contains a unique eight digit barcode on side  ‘A’.  This barcode is unique for each application.  The candidates has to quote this number for further communication.
Cost of application form is Rs.10/-(Rupees Ten only).  The cost of application form for SC/ST candidates is Rs.5/- (Rupees five only).  The applications should be filled up in accordance with the directions contained in the information brochure supplied along with the application form.  The application form can be obtained from the various Offices of the Kerala Public Service Commission and from the various Post Offices in Kerala.

 Note:- (i) Original Documents to prove qualification, age, community etc. have to be produced as and when called for.  Self attested copies of documents should be attached with the application.         
(ii)Application should be submitted in the form devised and printed
     by the Kerala Public Service Commission and applications        otherwise will be summarily rejected.
