The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(Ms) No.154/71/PD dated 27.5.1971.  A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(Ms)No.4/61/PD dated

  2.1.1961.  Candidates already in Government Service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified.

7. Qualifications         : (i)      Must be a Pensioned Junior    Commissioned Officer of the Army or equivalent in the Navy   or Airforce. OR

(ii)      In the absence of candidates with the qualification mentioned in item (i) above, candidates with literacy    in English and Ten years     Military Service in   the   Army, Navy or Airforce.

OR

(iii)        In the absence of qualified hands under item (i) and   item (ii) above, S.S.L.C. or   equivalent with six   months Police or Military Training.

Note:-    1.                A working knowledge in Malayalam, Tamil or Kannada shall be an                               essential qualification.

                2.             Physically handicapped candidates shall not be eligible for the post.                                  Hence sub para (x) on para 2 and para 5 of the general conditions are not    applicable to the posts.

                3.     The candidates shall produce a Medical Certificate from a Medical                                  Officer not below the rank of a Civil Surgeon Grade II to prove the   following physical qualification at the time of interview:-

                        a.  (i)  Height – 167 cms.

                             (ii) Chest – 81 cms. with a minimum expansion of 5 cms.  Minimum                               Height and Chest measurement shall be 160 cms. and 76 cms.   respectively for SC/ST candidates.  The minimum chest expansion    of 5 cms  shall however be applicable for them also.

            The application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader (OMR).  Side A is the OMR data sheet and Side B is the conventional application form.  The candidates must darken the bubbles in Side A and fill up columns in Side B of the application. Candidates must fill up  both sides of the application . Each application form contains a  unique eight digit barcode on  side A.The barcode is unique for each application, The candidates  has to quote this  number for further  communication . 8.    Special Concessions Regarding  Appointment and Age   Limit.

(i)   Preference will be given as laid down in G.O(Ms)No.50/70/PD      dated 12.2.1970 and G.O(Ms)No.9/78/G.Edn. dated 21.01.1978 to the Wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications.  Soldiers in active service and those working in Base establishment are included under the terms of Jawans, Wives of Jawans should note on the top of Side ‘B’ of the application form that they are Wives of Jawans.   Such candidates should produce along with the application  proper  certificates (True copies) from the officer commanding stating the name, Military rank and Military address of their husbands and produce the same as and when required by the Commission [(G.O (Ms) No.509/ 64/ Edn. dated 19.09.1964, G.O (Ms) No.614/ 65/ Edn. dated 09.11.1965 and G.O (Ms) No. 243/ 66/ Edn.  dated  27.05.1966)].

(3) Reservation community candidates should submit application for this post to the District officer, Wayanad  where the vacancy is existing for their respective community and should note the name of that district against the relevant  column in side `B` of the application and darken the relevant bubble in side ‘A’ of the OMR sheet.  The address of the district officers to which the applications are to be sent is furnished in column (10) of the notification.

(4)  The selection in pursuance of the notification will be made on a revenue district basis, subject  to the special conditions laid down in G.O.(Ms.) No. 154/71/PD., dated 27-5-1971.  A candidate advised for appointment in one revenue district from the Ranked List prepared is not eligible for transfer to another district unless he completes five years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed after five years, it will be subject to the rules in G.O.(Ms.) No. 4/61/PD., dated 2-1-1961.  Candidates already in Government service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified.

6.  Age limit         : Should have completed 18 (Eighteen) years of age and should not      have completed 38 (Thirty eight) years of age as on 01.01.2007 Note:- Including the relaxation as per para 2 (1) of General conditions.

  1. Qualifications :- 

(a) General:-  A pass in Pre-Degree or equivalent examination with not less than 50% mark or ‘B’ Grade in Science subjects.  Relaxation of 10% marks will be allowed to those belonging for Scheduled Caste/Scheduled Tribe and 5% marks to socially and educationally backward communities who come under the purview of GO(P)208/66/PD dated 21.05.66 and subsequent orders/amendments.  SSLC or equivalent for ex-serviceman who have passed class I Blood Transfusion Assistant test and have put in not less than 15 years service in the Armed Forces.

(b) Technical:- A pass in one year Medical Laboratory Technicians Training Course conducted by the Medical Colleges in Kerala or by the Public Health Laboratory, Thiruvananthapuram or any qualification equivalent there to.

Note:-1) In the case of persons who have completed Degree Course in Science, ‘B’ Grade in Pre-Degree Examination will not be insisted.

2) If the number of applications received for the post is unduly  large, a written test will be conducted.

8.  Last date of receipt of applications:  14/11/2007 Wednesday upto 5 PM.

9. Application form:

The application form is single sheet of paper printed on both sides to facilitate computer processing also using the Optical Mark Reader (OMR) .  Side ‘A’ is OMR date sheet and Side ‘B’ is the conventional application form.  The candidates must darken the bubbles in the side ‘A’ and fill up column in side ‘B’ of the application.  Candidates must fill up both sides of the application.  Each application form contains a unique eight digit barcode on side ‘A’.  This barcode is unique for each application.  The candidates has to quote this number for further communication.  The cost of application form is Rs.10/- (Rupees ten only).  The application should be filled in accordance with the directions contained in the information brochure supplied along with the application.  The application can be obtained from Post Offices in Kerala and Offices of the Commission.

Note:-  1.    Self attested copies of documents to prove, qualification, age, community etc have to be produced as and when called for.  No copies of documents should be attached with the application.

2.  Applications should be submitted in the form devised and printed by the KPSC and those applications submitted otherwise will be summarily rejected.

10.  Address to which applications are to be sent. concerned District Offices

            Applications addressed to the Secretary/ Additional Secretary/ Joint Secretary/ Regional Officer/ Deputy Secretary, Public Service Commission will be summarily rejected.   For details, please see the General conditions given below as Part II of this Notification.
