Separate ranked lists will be prepared for recruitment by transfer and for direct recruitment for each district in pursuance of this notification. The ranked lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of three years whichever is earlier. Candidates will be advised for appointment in the ratio 1:3 for by transfer/promotion and direct recruitment against the aforesaid vacancies and also against the vacancies if any, reported during the currency of the lists. In the absence of suitable candidates for appointment by promotion/transfer the vacancy shall be filled up by direct recruitment.

(a)

Candidates should submit separate applications for direct recruitment and recruitment by transfer/promotion. Candidates who submit applications for recruitment by transfer should note it at the top of application form and cover.

(b)

Candidates who submit applications for recruitment by transfer should furnish a service certificate in original obtained from their Head of Office at the time of application as and when required by the Commission.

Applications should not be sent to more than one district in response to this notification. If applications are sent contrary to the above direction, and if he/she is selected his/her name will be removed from the Ranked Lists and disciplinary action will be taken against him/her. Candidates should submit applications for this post to the concerned District Officer of the Commission and should note the name of that District against the relevant column in the application. The address of the District Officers to which applications are to be sent is furnished in column (10) of the notification.

The selection is pursuance of this notification will be made on a Revenue District basis subject to the special conditions laid down in G.O.(MS)No. 154/71/PD dated 27.5.1971. A candidate advised for appointment in the Revenue district from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(MS) No.4/61/PD dated 2-1-1961. Candidates already in government service holding this post in any one district are prohibited from applying again for this post.

Note:- 1. Appointment by transfer/promotion and by direct recruitment shall be made in the ratio 1;3. In the absence of suitable candidates for appointment by transfer/promotion the vacancy shall be filled up by direct recruitment.

Age Limit

Should have completed 18 (Eighteen) years of age and must not have completed 38 (Thirty Eight) years of age as on 01.01.2007 with usual relaxation to Scheduled Caste/Scheduled Tribe, Other Backward Communities.

Recruitment by promotion/transfer

Shall not exceed 50 years.

For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years, please see para (2) of the general conditions under part II of this notification.

Qualifications

A Pass in VII Standard /III forum

Must possess valid Driving Licence of three years standing in each category with Badge.

Proficiency in driving – Medium/Heavy goods/Passenger Motor vehicles which is to be proved by a Practical Test conducted by the Kerala Public Service Commission during the course of selection.

Candidates called for interview on the basis of the marks obtained in the Practical Test will have to produce a Medical Certificate in the prescribed form in original containing all relevant details as mentioned in item No.4 above from a Medical Officer not below the rank of Assistant Surgeon. The prescribed form will be sent by the concerned District Officer to the candidate along with the Admission Tickets for interview.

Physically Handicapped candidates are not eligible to apply for the post.

Application Form and Application Fee

The application form is a single sheet of a paper printed on both sides to facilitate computer processing also using the Optical Mark Reader (OMR). Side A is the OMR data sheet and Side B is the conventional application form. Candidates must darken the bubbles in Side ‘A’ and fill up columns in Side ‘B’ of the application. Cost of the application form is Rs.10/-(Rupees Ten only). The cost of application form for SC/ST candidates is Rs.5/-(Rupees Five only). The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application. The application can be obtained from the various offices of the Commission and various Post offices in Kerala.

Note: 1. Documents to prove qualification, age, community etc. have to be produced as and when called for. No copies of documents should be attached with the application.

2. Application should be submitted in the form devised and printed by the Kerala Public Service Commission and applications otherwise will be summarily rejected.
