5. Method of appointment    :       Direct Recruitment.

6.Age limit :  Should have completed 18 (Eighteen) years of age and   should not have completed 39 (Thirty nine)      years of age as on 01.01.2007 with usual relaxation to Scheduled Castes/Scheduled Tribes, Other Backward  Communities.

Note:    For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years, please see para (2) of the General Conditions under Part II of this Notification.

7.            Qualifications:

The candidate should possess any one of the academic qualification and a training qualification as specified below:

A.  Academic qualification :

A degree in Hindi conferred or recognized by the Universities in Kerala.    

                                           OR

A  Title of Oriental Learning in Hindi  awarded or recognized by  the Universities in Kerala (if such title has been declared as equivalent to Part III of Degree)                 

                                           OR

Praveen of the Dakshina Bharat Hindi Prachar Sabha, Madras with a pass in S.S.L.C. Examination conducted by the Commissioner for Government Examinations, Kerala or its equivalent.

                                           OR                 

Sahithyacharya of Kerala Hindi Prachar Sabha with a pass in S.S.L.C. Examination conducted by the Commissioner for Government Examinations, Kerala or its equivalent.

B.     Training qualification :

            B.Ed./BT/LT conferred or recognized by the Universities in Kerala.

Diploma or Certificate of Language Teachers Training in Hindi issued by the Commissioner for Government Examinations, Kerala.

                                                OR

Diploma in Hindi Teachers Training issued by the Commissioner for Government Examinations, Kerala.

A pass in any one of the following examinations of Kendriya Hindi Sikshan Mandal, Agra, namely:-

Acharya title of Kerala Hindi Prachara Sabha and Siksha Snathak title of Dakshin Bharath Hindi Prachar Sabha as alternative training qualification.

(1)           Persons who have successfully undergone Pracharak Diploma of Dakshina Bharatha Hindi Prachara Sabha upto and including the academic year 1969-70 shall be considered to possess the requisite training qualification.

(2)       Persons    who have successfully undergone the course in Hindi Teacher Diploma Course of the Regional Hindi Training College, Gandhigram, Madhura during the academic year, 1967-68 or prior to that year shall be considered to possess the requisite training qualification.

(3)   Persons who have successfully undergone the Acharya          course of the Kerala Hindi Prachara Sabha upto and         including the academic year 1969-70 shall be considered to        possess the requisite training qualification.

(4) Post Graduates in Hindi are also eligible to apply provided they  have B.Ed./BT/LT.

(5)    B.Ed should also e in Hindi Language.

(6)  The disciplines in which B.A./M.A. and B.Ed. degrees were  obtained should be mentioned in brackets in coloumn 6 a of side B of the application form.

(7)   Those candidates who secured B.Ed./BT degrees from the Universities outside Kerala should note in the application form the number and date of relevant Orders declaring the said degrees as equivalent to those prescribed for this selection.  The copies of  such order shall be produced before the Commission when it is called for.

8.      SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

1.      Preference will be given as laid down in G.O.(MS) No. 50/70/PD dated.12.02.1970 and G.O. (MS)  9/78/G. Edn. dated 21.01.1978 to the wives of Jawans in the matter of recruitment as teachers, if they possess the prescribed qualifications. Soldiers in active service and those working in Base establishment are included under the terms of Jawans, Wives of Jawans should note on the top of side  ‘B’ of the application form that  they are wives of Jawans. Such candidates should obtain proper certificates from the officer Commanding stating the name, military rank and military address  of their husband and produce the same as and when required by the commission (G.O.(MS)  NO. 509/64/Edn. dated 19.09.1964,  G.O(MS) No. 614/ 65/Edn. Dated 09.11.1965  and G.O. (MS) No. 243/ 66/Edn.  dated 27.05.1966). This benefit will not be available to those candidates who do not state the aforesaid details in that manner, even if they produce relevant documents later.

2.      First class Scouts and Guides will be given preference in the      matter of appointment as Teachers G.O. (M.S)No. 122/75/Gen. Edn. dated 27.05.1975)

3.      Laboratory Attenders in the departmental High Schools in the state who have rendered atleast 5 years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should  produce proper certificates from the headmaster of the school specifying the date of commencement of their service and the total service put in by them as and when required by the commission.  The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone.  (G.O.(MS) No. 315/62/Edn. dated.14.05.1962). 

4.      Teachers of the Government Primary and Nursery Schools who are          Graduates and are otherwise qualified will be exempted from upper age          limit (G.O. (Ms.) No. 185/70/Edn. Dated 18.4.70 & G.O. (Ms.) No.        466/70/Edn. Dated 11.11.70).  They should produce proper certificates          from authorities concerned, as and when required by the Commission. 

  Note:1. The candidates who claim concessions in lieu of any of the above reasons should state the fact in the relevant column of the side ‘B’ and darken the bubbles in the OMR sheet side ‘A’ of  application.  Otherwise the applications are liable to be rejected presuming that they are over aged candidates (for other conditions regarding age relaxation, please see para 2 of the General Conditions). Upper age limit after allowing age relaxation as per rule should not exceed 50 years.

2.      Documents to prove qualification, age and community etc. have to be produced as and when called for.  No copies of documents should be attached with the application.

Note :

         The paragraphs 2,3,4,5,6,7,8,9,15( c ), 15 (d), (e), (f),16,21,22,23 and 27  in the General Conditions in Part II of this notification are not applicable  for appointment  ‘By Transfer’ to this post.

COMMON STIPULATIONS FOR DIRECT AND BY TRANSFER RECRUITMENT

1.      Separate ranked list will be prepared for each District in pursuance of this notification. The ranked list  thus prepared and published by the Commission, shall remain in force for a minimum period of one year , subject  to the condition that the said list will  continue to be in force  till the publication of new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment  against the vacancies reported during the currency of the list. In case no candidate is advised from the Ranked List till the expiry of the period of 3 years, the duration of the ranked list shall be  extended for a further period of one year or till atleast one candidate is advised from the list whichever is earlier.

2.      Applications should not be sent to more than one District in response to this notification.  If applications are sent contrary to the above direction, and if he/she is selected his/her name will be removed from the Ranked Lists and disciplinary action will be taken against him/her.  Candidates should submit applications for this post to the concerned District Officer of the Commission and should note the name of that District against the relevant column n the application (Side B) and darken the bubble in the OMR Sheet (Side A). Candidates who are eligible to apply for both Direct Recruitment  and Recruitment by Transfer need not select the same District for both categories.  But they should submit separate  applications for  each category even if they selected  the same district. The address of the District Officers to which  applications are to be sent is furnished in Column (6)  below of this notification.

3.      The selection in pursuance of this notification will be made on a Revenue District basis, subject to  the special conditions laid down in G.O.Ms.154/71/PD dated 27.05.1971. A candidate  advised  for appointment in the Revenue District from the Ranked List prepared is not eligible  for transfer to another district unless he/she completes  5 years continuous service from the date of commencement of service in the former District.Even if  transfer is allowed  after 5 years, it will be subject to the rules in G.O.Ms. No.4/61/PD dated 2.01.61. But as per the G.O. (P) No.12/96/P&ARD dated 16.03.1996 the condition of 5 years service is not applicable for transfer to the districts of Idukki, Wayanad & Kasaragod. This  concession will be available only for getting transfer into these districts,  but not for getting transfer out of these districts. This concession will be granted only once in the career of a Government Servant. Candidates already in Government Service holding this post in any on District are prohibited from applying again for this  post.

5.  Application Form :

The application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader (OMR).  Side ‘A’ is the OMR data sheet and Side ‘B’ is the conventional application form.  The candidates must darken the bubbles in Side ‘A’ and fill up columns in Side ‘B’ of the application.  Candidates must fill up both sides of the application.  Each application form contains a unique eight digit barcode on side  ‘A’.  This barcode is unique for each application.  The candidates has to quote this number for further communication. Cost of application form is Rs.10/- (Rupees Ten only).  Cost of  application for SC/ST candidates of Kerala State is Rs.5/- (Rupees five only).  The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application form.  The application form can be obtained from the various offices of the Kerala Public Service Commission and from the various Post Offices in Kerala.             Application  should be submitted in the form devised and printed by the Kerala Public Service Commission and applications submitted otherwise  will be summarily rejected.
