Applications are invited from qualified Scheduled Tribe Ex-Servicemen candidates of Kerala State for selection to the following posts :-

1.Department                  :    National Cadet Corps  (NCC)

2.   Name of Post             :   Driver Grade - .II (HDV) (SR for ST-Ex-Servicemen only /    Disembodied Territorial Army   Personnel only)

3.       Scale of Pay            :   Rs. 4990-7990/-

4.      Number of vacancies      :   Districtwise Thiruvananthapuram –  1 (One)

Note :   1)  The list of selected candidates published by the Commission shall remain in force for a minimum period of one year and a maximum period of three years provided that the said list will not continue to be in force if a new list after expiry of the minimum period of one year is published.  Recruitment will be made for the above vacancies and also for the vacancies reported for Special Recruitment from Scheduled Tribes only during the pendency of the list. 

2)   The selection in pursuance of this notification will be made on a Revenue District basis subject to the special conditions laid down in G.O.(MS)No.154/71/PD. Dated, 27.05.1971.  A candidate advised for appointment in one Revenue District from the Ranked List so prepared is not eligible for transfer to another District unless he/she completes five (5) years continuous service from the commencement of service in the former District.  Even if, transfer is allowed after five (5) years, it will be subject to the orders contained in G.O.(MS) No.4/61/PD dated, 02.01.1961.  Candidates already in Government service, holding the post in one district are restricted from applying for the same post in another district.  But they can apply for higher posts.

3)  The name of the District Thiruvanathapuram to which appointment is desired should be noted in the relevant column of the application and application should be sent to the concerned District Office of the Public Service Commission.

4)   Candidates from the Ranked List will be advised for appointment against the Headquarters vacancies also. As per G.O.(MS)No.154/71/PD. Dated, 27.05.1971 appointment  in Headquarters vacancies will be started from Thiruvananthapuram district.

5.    Method of appointment :                  Direct    Recruitment       (from among  Scheduled Tribe Ex-Servicemen only / Disembodied Territorial Army Personnel only)

         Note:-         Applications   received from  non  Scheduled Tribe candidates will be rejected.  Individual communications regarding the rejection of their applications for the above reason will not be issued. In the absence of Ex-servicemen belonging to ST, application from non-Ex-servicemen candidates belonging to ST, will also be considered.

6.   Age Limit                     : Must have completed 21 (Twenty one) years and must not have completed 50 (Fifty)   years as on 01.01.07. (No other age relaxation will be   allowed). In the case of non Ex-Servicemen the upper age should not exceed      40 (Forty) years as on 01.01.2007.

7.  Qualifications:   (1) Literacy in Malayalam, Tamil or Kannada.

(2)   Must    possess current Motor Driving Licence with endorsement for driving Heavy Duty Vehicles and Motor Cycles and three years experience in driving Heavy Vehicles either Military or Civil.

Note: I   (1) The experience should be one acquired after obtaining the Heavy Duty Driving Licence.

                (2) Experience Certificate should be certified by the Controlling Officer/Head of Department of the Government Department.  The veracity of the experience certificate will be subjected to scrutiny and those who issue or produce bogus certificate will be subjected to legal proceedings.

               (3) The experience certificate should be one obtained from the Institutions mentioned in Para 21 of the General Condition.

               (4)      Candidates should produce Experience Certificate in the format appended below:-

Note: II (1) Driving Licence issued after 16.01.79 must have endorsement both for Heavy Goods Vehicles and Heavy Passenger Vehicles and the application with only one endorsement will summarily be rejected. (Vide amendment No. 47/78 to the M.V. Act).

2.   Candidates should possess current Driving Licence on the last date for receipt of application/Practical Test / Interview.

3.  Proficiency in driving Heavy Duty Vehicles will have to be proved at a Practical Test.

4.    Medical Fitness:-

                                    (a)    Ear   :   Hearing should be perfect.

                                    (b)    Eye   :   Distant Vision     -            6/6 Snellen

                                   Near Vision           -     0.5 Snellen

                                     Colour vision            -      Normal

                                       Night Blindness -      Nil

                       (c)   Muscles and Joints - No Paralysis and all Joints with free movement.

                        (d) Nervous System     -    Perfectly normal free from any infectious diseases.

Note :  III(1). Candidates applying for the post should express their willingness in writing to clean and oil the vehicles.  The candidates selected shall be able to drive Light Vehicles also.

              2.  A practical test will be conducted for all the candidates who submit valid applications for this post. If the number of valid applications is large compared to the number of vacancies, a written objective type test will be conducted before the practical test.  Applicants if called for the interview on the basis of marks obtained at the practical test should produce a Medical Certificate in original with recent photograph.  The Medical Certificate should be obtained from a Medical Officer not below the rank of an Assistant Surgeon in the prescribed form shown below.   The prescribed forms will be sent by the District Officer to the candidates along with the call letters for interview.

3.  The candidates should mention about their physical fitness, driving licence in the relevant column of application (qualification).

4. Physically Handicapped persons are not eligible to apply for this post.

(d)  Does the applicant suffer from any degree of deafness which would prevent his hearing the ordinary sound signals?  Is his hearing perfect?

Note :    Special    attention should be directed to the distant vision and  the conditions of the arms, hands and joints at both extremities.

Probation   :    Every person appointed to the post shall, from the date on which he joins duty be on probation for a total period of 2 years within a continuous period of three years.

8.   Application form:

  The application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader.  Side ‘A’  is the OMR Data Sheet and side ‘B’  is the conventional application form.  Candidates must fill up both sides of the application. Each application form contains a unique eight digit barcode on Side A.  The candidate has to quote this number for further enquiries.

Cost of application form for ST candidates is Rs.5/- (Rupees five only). The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application. The application can be obtained from Post Offices in Kerala and from various Offices of the Commission, except Thiruvananthapuram District Office.

Note :  Documents to prove qualification, age, community etc. have to be produced as and when called for.  No documents should be attached  with the application

9.   The applicant shall send his application in the cover supplied with the application form. Applications which are not in the aforesaid form and those which are not filled up in accordance with the instructions in the brochure will be summarily rejected.

 Note:- Application should be submitted in the form devised and printed by the Commission and applications otherwise submitted will be summarily rejected.

10.  Mode of sending application:-

         (a) The name of the post, the category number and the Department of the respective post should be clearly noted at the top of the envelope.

         (b)  The name and address of the candidate should be entered at the bottom left hand corner and the address to which the applications are to be sent at the bottom right hand corner of the envelope.

13.   Paragraphs two, three and twenty seven of the General Conditions are not applicable to this selection.

14.  Appointments are made subject to the rank secured in the ranked list of candidates prepared in pursuance of this notification subject to the conditions laid down in G.O (P) NO.25/94/GAD dated 22.01.1994 allowing special reservations to Scheduled Tribes, and in accordance with the procedures made for this purpose from time to time and subject to the rules under Sections 3(c) , 17(a), 17(B) of Part II of Kerala State and Subordinate Service Rules, 1958.
