The selection in pursuance of this notification will be made on Revenue District basis, subject to the special condition laid down in G.O(MS)No.154/71/PD dated 27.05.1971.  A candidate advised for appointment in one Revenue District from the Ranked List prepared, is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former District.  Even if transfer is allowed after 5 years, it will be subject to the rules in G.O(MS)4/61/PD dated.2.01.1961.

Note:

 

As per G.O(p)12/96/P&ARD dated 16.03.96 Candidates recruited in other districts will be permitted to be transferred to the Districts Idukki, Wayanad and Kasaragod without insisting on completion of 5 years service in the original districts of recruitment.  This concession will be available only for getting transfer in to these districts, but not for getting transfer out of these districts.  This concession will be granted only once in the career of the candidate.

:

SSLC or its equivalent.  Candidates should be Ex-Junior Commissioned Officers in the Army or Ex-Servicemen of equivalent rank in Navy or Air Force.

Certificates obtained from the Government alone will be accepted as proof of Typewriting qualification.  Certificates obtained from Typewriting Institutes will not be accepted.)

As per the rules in force Malayalam Typewriting lower is not compulsory for Ex-servicemen who have completed normal tenure of service for applying to the post of typist.  But if they are selected the Malayalam Typewriting Lower Qualification should be acquired before completing probation.

Service as Clerk/Writer in the defence force for not less than 15 years will be deemed as sufficient qualification for the post.  If selected they have to pass Malayalam Typewriting Lower before completing probation.

Age limit : Should have completed 21 (Twenty one) years of age and should not have completed 38 (Thirty eight) years of age as on 01.01.2007 with usual relaxation to Scheduled Caste/Scheduled Tribe, Other Backward Communities.The maximum age limit prescribed for appointment to the post will be relaxed in the case of ex serviceman to the extent of the period of service put in by them in the defence forces and the period of unemployment on discharge upto a maximum of 5 years.The relaxation on the upper agelimit will be extended disembodied territory army personnel.

7. Qualifications:

i. Literacy in Malayalam or Tamil or Kannada.
ii. Must possess current Motor Driving Licence with endorsement for driving Heavy Duty Vehicles and Motor Cycle and must have three years experience in driving HDV either Military or Civil. Driving Licence issued after 16.01.1979 must have endorsement both for Heavy Goods and Heavy Passenger Vehicles and the applications with only one endorsement will be summarily rejected. (Vide Amendment.No.47/78 to the Motor Vehicles Act.)

Note: - Proficiency in driving Heavy Duty Vehicles will have to be proved at a practical test.

iii. Medical Fitness:-
(a) Ear - Hearing should be perfect
(b) Eye - Distant vision : 6/6 snellen.
Near vision : 0.5 Snellen
Colour vision : Normal
Night blindness : Nil

(c) Muscles and joints - No paralysis, all joints must be
capable of free movement.

(d) Nervous System - Perfectly normal and free from
any infectious diseases.

(iv) Candidates should be Ex-Servicemen / Disembodied Territorial Army Personnel. (Self attested and complete copies of discharge certificate and Pension Payment Order should be produced when called for).

Note: 1. Candidates applying for the post must be prepared to clean and oil the Motor Vehicles and the fact should be noted in the column relating to qualification of the application form.
2. Selected candidates must be able to drive light duty vehicles also.

3. Physically Handicapped candidates are not eligible to apply for the post.
4. Candidates should furnish the full details regarding the Driving Licence and experience in driving in the relevant column (qualifications) of the application form.
5. A practical test will be conducted for the selection to this post. In case the number of applications received for this post is unduly large. Written Test will be conducted. Those who came out successful for the test will alone be called for the practical test.

Candidates called for interview on the basis of marks obtained in the Practical Test will have to produce a Medical Certificate in the prescribed form in original containing all relevant details as required in para 7 (III) above from a Medical Officer not below the rank of an Assistant Surgeon. Probation:

Every person appointed to the post shall, from the date on which he joins duty be on probation for a total period of 2 years on duty within a continuous period of three years.

Note:-1. Separate ranked list will be prepared for each district in pursuance of this notification.  The ranked lists thus prepared and published by the Commission shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier.  Candidates will be advised for appointment against the aforesaid vacancies and also against the vacancies, if any, reported during the currency of the lists.  In case no candidate is advised from the ranked list till the expiry of the period of three years the duration of the ranked list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.

           2. Applications should not be sent to more than one district in response to this notification.  If applications are sent contrary to the above direction and if he/she is selected, his/her name will be removed from the ranked lists and disciplinary action will be taken against him/her.  Candidates should submit applications for this post to the concerned District Officer of the Commission and should note the name of that District against the relevant column in the application (Side B) and darken the bubble in the OMR Sheet (Side A).  The address of the District Officers to which applications are to be sent is furnished in column (10) of the notification.

           3. The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(Ms) No.154/71/PD dated 27.5.1971.  A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(Ms)No.4/61/PD dated 2.1.1961.

                              Candidates already in Government Service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified.

6.         Age Limit                                      :             Should have completed  Nineteen  (19)                years of age and should not have completed Thirty five  (35) years of age as on 01.01.2007 with usual relaxation to Scheduled Caste/Scheduled Tribe, Other Backward Communities. 

Note:- For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 (Fifty) years, please see Para (2) of the General Conditions under Part II of  this notification.

7.        Qualifications :   (1)   Must possess a certificate of competency as Engine Driver     granted under the minor ports Harbour Craft Rules or Driving License under the Travancore Public Canals and Public Ferries Act or such other certificate of competency as Engine Driver recognized by Government.

                                       (2)   Must have two years experience in handling Marine Diesel Engines    and

                                        (3)  Must be able to read and write English.

9.             Application form and Application fee:-            The Application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader (OMR).  Side ‘A’ is the OMR data sheet and Side ‘B’ is the conventional application form.  The candidates must darken the bubbles in Side ‘A’ and fill up columns in Side ‘B’ of the application.

            Cost of application form is Rs.10/-(Rupees Ten only).  The cost of the application form for SC/ST candidates is Rs.5/- (Rupees five only).  The applications should be filled up in accordance with the directions contained in the information brochure supplied along with the application form.  The application form can be obtained from the various Offices of the Kerala Public Service Commission and from the various Post Offices in Kerala.  

Note:- 1.  Documents to prove qualification, age, community etc. have to be produced as and when called for.  No copies of documents should be attached with the application.

             2.  Application should be submitted in the form devised and printed by the Kerala Public Service Commission and applications otherwise will be summarily rejected.
