Note : (1) Applications submitted by candidates belonging to the communities       other than Muslim  Reservation Group  will summarily  be rejected. No rejection memo will be issued in this regard.

            (2)Separate Ranked List will be prepared for each District in pursuance of this notification.  The ranked list thus prepared and published by the Commission, shall remain in force until candidates are advised and appointed against the vacancies earmarked  for Muslim community, but remain unfilled  due to the paucity of candidates during the currency  of the Ranked Lists published for the post in the following Districts.

(4)The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(MS)No.154/71/PD dated, 27.5.1971.  A candidate advised for appointment in one Revenue District from the Ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after five years, it will be subject to the rules in G.O.(MS)No.4/61/PD dated, 02.01.1961.  Candidates already in Government service holding this post in any one District are prohibited from applying again for this post, but they can apply to higher posts when notified.

(5)As per G.O.(p)12/96/P&ARD Dated 16/03/1996 candidates  recruited in other Districts will be permitted to  be transferred  to the Districts of Idukki, Wayanad and Kasaragod  without insisting  on completion  of 5 year service  in the original districts of recruitment. This concession will be available  for getting  transfer into these Districts. This concession  will be  granted  only once in the career of a Government Servant.

(6) Candidates  will be advised from the ranked lists for appointment against the Headquarter vacancies also. Such candidates will be  eligible for transfer to another district as per the terms and conditions in GO (MS) No.442/80/GAD dated 26/9/1980. As selection  to the post is exclusively  made for Ex-servicemen, candidates advised  subsequently  for appointment from a particular district will not be eligible for inter departmental transfer as per G.O.(p) 51/90/P&ARD dated 22/11/1990.

5.      Method of appointment        :  Direct Recruitmentfrom the candidates  belonging to Muslim Reservation Group (Ex-Servicemen only).

6.      Age limit                                  :  Candidates Should   have   completed   18                                                            (Eighteen) years and should not have                                                                    completed 50 (Fifty) years of age including the                                                                 period of Military Service as on 01.01.2007.

Note 1. Relaxation in upper age limit  will not  be  allowed for this post.

          2.Candidates who are selected for appointment as per this notification should not have completed 55 years of age while joining duty.

7.  Qualifications:

1.      S.S.L.C or its equivalent qualification.

2.      Lower Grade Certificate  in Typewriting  Malayalam (KGTE)

3.      Lower Grade Certificate in Typewriting English(KGTE) and Computer Word Processing or its equivalent. (IMC Certificates in typewriting  will not be accepted)

    

Note: 1. Those who have passed KGTE Typewriting before January 2002  should  produce separate certificate  in Computer Word Processing or its equivalent. Certificates in Computer Word Processing secured after completing courses of not-less-than-three-months duration conducted by Government Departments/ Government Agencies/ Universities/ Societies, will be accepted as equivalent to the KGTE Computer Word Processing. Certificates obtained from the Government alone will be accepted as proof of Typewriting qualification. Certificates obtained from Typewriting Institutes will not be accepted.

2.      As per the rules in force,  Malayalam Typewriting lower is not compulsory for the Ex-Servicemen who have completed normal tenure of service  for applying to the post of typist. But if they are selected the Malayalam Typewriting Lower Qualification should be acquired before completing probation .

3.      Service as Clerk/Writer in the defence force for not less than 15 years will be deemed as sufficient qualification for the post. If selected thy have to pass Malayalam  Typewriting Lower before  completing probation.

4.      Exservicemen with service as Clerks (General duties) Clerk (Staff duties) and personal Assistants in the Army, writer in  the Navy and Clerks  (General duties) in the Air Force who were under the Category Class I  or those who  posses 15 years service in the Clerical cadre  in  the Defence force   will be treated as eligible to apply for this post.

5. Subject to the conditions laid down in GO(P) No.139/77/GAD dated 11/05/77, linguistic minority candidates whose first  language for SSLC  Examination is a language other than Malayalam may apply  to this post even if they do not posses Malayalam Typewriting (Lower) qualification. If selected they have to pass Malayalam Typewriting Lower qualification before completing probation.

6.  Those candidates mentioned in item No. 3, 4 & 5 above should posses Computer Word Processing or its equivalent qualification.

9.  Application  Form and Application  Fee:

The application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader (OMR).  Side ‘A’ is the OMR data sheet and Side ‘B’ is the conventional application form.  The candidates must darken the bubbles  in Side A and fill up columns in Side B of the application. Each application form contains a unique eight digit barcode on side ‘A’. This barcode is unique for each  application.  Candidates have to quote this number for further communication.

Cost of the application form is Rs.10/- (Rupees Ten only).  The cost of the application form for SC/ST candidates is Rs.5/- (Rupees five only).  Applications should be filled up in accordance with the instructions in the Brochure supplied along with the application.  The application forms can be obtained from the Post Offices in Kerala and various offices of the Kerala Public Service Commission.

Note: 1.  Self attested copies of  documents to prove, qualification, age and community ,Discharge Certificate to prove military service etc., should be attached with the application. (Provisions in the General Conditions in this regard is not applicable.)

6.  Age limit  :  Should have completed 21 (Twenty One) years of age and should not have completed 41 (Forty One) years of age as on 01.01.2007.   The maximum age limit prescribed for appointment to the post will be relaxed in the case of Ex-Servicemen to the extent of the period of service put  in  by them in the Defence Forces and the period of unemployment on discharge up to a maximum of five years. The relaxation of the upper age limit allowed to the Ex-servicemen will be extended to Disembodied Territorial Army Personnel also.

7.  Qualificaitons : 

(i).    Literacy in Malayalam or Tamil or Kannada.

(ii).   Must posses current Motor Driving License with endorsement of driving Heavy Duty Vehicles and Motor
Cycle and must have three years experience in driving Heavy Duty Vehicle either military or civil.  Driving License issued after 16/01/1979 must have endorsement both for Heavy Goods and Heavy Passenger Vehicles and the applications with only one endorsement will be summarily rejected (Vide amendment No.47/78 to the Motor Vehicles Act)

Note:- Proficiency in driving Heavy Duty Vehicles will have to be proved at a practical test.

(iii) Medical Fitness

           (a) Ear –   Hearing should be perfect.

           (b) Eye –  Distant Vision      - 6/6 snellen .

                            Near Vision         - 0.5 snellen.

                            Colour Vision      - Normal.

                            Night blindness   -  Nil

(c ) Muscles and Joints: - No paralysis and all joints with free movement.

           (d)  Nervous System :– Perfectly normal and free from any  infectious diseases.

(iv) Candidate should be Ex-servicemen/Disembodied Territorial Army Personnel . (Self attested and complete copies of Discharge Certificate and Pension payment order should be produced when called for)

Note : -    (1) Candidates applying for the post must be prepared to clean and oil  the Motor Vehicles  and the fact should be noted in  the column related to qualification of the application form.

(2) Selected candidates must be able to drive Light Duty Vehicles also.

(3) Physically Handicapped Candidates are not eligible to apply for the post.

(4) Candidates should furnish the full details regarding the  Driving License and experience in driving in the relevant       column ( qualifications) of the application form.

(5) A Practical test will be conducted for the selection to this          Post .  In case the number of applications received for this        post is unduly large, written Test will be conducted.  Those        who came out successful for the test will alone be called       for the practical test.

(7)The date of entry in service, date of discharge from service and type of vehicles should be shown in the Experience Certificate.If still in service, the fact should also be mentioned.

(9) Candidate should possess a current Driving License on the  date of  application and on the date of practical Test and Interview.

Probation :-      Every person appointed to the post shall, from the date on which he joins duty by on Probation for a total period of 2 years on duty within a continuous period of three years.

Note :-

 (1) Applications submitted by candidates belonging to the communities other than those notified will be summarily rejected.  No rejection memos will be issued.

(2) A Ranked List will be prepared for Kasaragod district in pursuance of this notification.  Ranked List thus prepared and published by the Commission shall remain in force until candidates are advised and appointed against the vacancies earmarked for the above Community but remain unfilled due to paucity of candidates  during the currency of the Ranked List published in the following district.

(3) Reservation community candidates should submit application for this post to the district officer Kasaragod where the vacancy is existing for their respective community and should note the name of that district against the relevant  column in side `B` of the application and darken the relevant bubble in side ‘A’ of the OMR sheet.  The address of the district officers to which the applications are to be sent is furnished in column (10) of the notification.

(4)  The selection in pursuance of the notification will be made on a revenue district     basis,  subject  to the special conditions laid down in G.O.(Ms.) No. 154/71/PD.,               dated 27-5-1971.  A candidate advised for appointment in one revenue district from the Ranked List prepared is not eligible for transfer to another district unless he completes five years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed    after five years, it will be subject to the rules in G.O.(Ms.) No. 4/61/PD.,               dated 2-1-1961.  Candidates already in Government service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified.

Should have completed 18 (Eighteen) years of age and should not have completed 41 (Fourty one) years of age as on 01.01.2007.

7.  Qualificaitons : 

(1) A pass in VII Standard/III Forum.

(2) Must possess valid Driving License of three years standing to drive Light Motor Vehicles with Drivers Badge.

(3) Proficiency in driving Light Motor Vehicles ( To be proved by a practical test conducted by the Kerala Public Service Commission during the course of selection)

(4) Medical Fitness:-

            Ear : –                         Hearing should be perfect.

            Eye: –                          Distant Vision                -          6/6 snellen .

                                               Near Vision                   -          0.5 snellen.

                                               Colour Vision                -          Normal.

                                               Night blindness              -          Nil

            Muscles and Joints: - No paralysis and all joints with free  movements.            

Nervous System :–      Perfectly normal and free from any   infectious diseases.

(a) Candidates called for interview on the basis of marks obtained in the practical test will have to produce a medical certificate in the prescribed form in original containing all relevant details as mentioned in item No. 4 above from a Medical Officer not below the rank of an Assistant Surgeon.  The prescribed form will be sent by the District Officer to the candidates along with the admission ticket for interview.

(b) The candidates will have to furnish the full details regarding the Driving License in the relevant column (qualifications) of the application form.

(c) Physically handicapped persons are not eligible to apply for the post.

(d) Candidate should possess a current Driving License on the date of  application/ Practical test and interview.

9.  Application form:

            The application form is single sheet of paper printed on both sides to facilitate computer processing also using the Optical Mark Reader (OMR) .  Side ‘A’ is OMR date sheet and Side ‘B’ is the conventional application form.  The candidates must darken the bubbles in the side ‘A’ and fill up column in side ‘B’ of the application.  Candidates must fill up both sides of the application.  Each application form contains a unique eight digit barcode on side ‘A’.  This barcode is unique for each application.  The candidates has to quote this number for further communication.  The cost of application form is Rs.10/- (Rupees ten only). The application should be filled in accordance with the directions contained in the information brochure supplied along with the application.  The application can be obtained from Post Offices in Kerala and Offices of the Commission.

Note:- 

1.  Self attested copies of documents to prove, qualification, age, community etc should be attached with the application (Provisions in the General conditions in this regard is not applicable).

2.  Applications should be submitted in the form devised and printed by the KPSC and those applications submitted otherwise will be summarily rejected.

11.  Mode of sending applications :
