50% of the vacancies reported during the pendency of the Ranked List from the aforesaid District Co-operative Bank’s for direct recruitment will also be filled up from this category and the remaining 50% vacancies will be filled up by selection by direct recruitment from employees of affiliated member societies of the respective Banks having the prescribed qualification for the post.
NOTE :- (1) Separate ranked lists will be prepared for each District Co-operative Bank in pursuance of this notification. The ranked lists thus prepared and published by the Commission shall remain in force for a minimum period of one year and a maximum period of three years provided that the said list will not continue to be in force if a +new list is published after the expiry of the minimum period of the one year. Candidates will be advised for appointment against the vacancies, if any reported during the currency of the lists.
(2) Application should not be sent to more than one district in response to this notification . If applications are sent contrary to the above directions, and if he/she is selected his/her name will be removed from the ranked lists and disciplinary action will be taken against him/her. Candidates should apply for the post in any one of the District Co-operative Banks mentioned above and should forward the applications to the concerned District Officer of the Commission and should note the name of that district against the relevant column in the application. The address of the District Officer to which applications are to be sent is furnished in the column 11 of the notification.
(3) The selection in pursuance of this notification will be made on districtwise basis.
(4) The candidates who apply for the above post to the District to which they belong are eligible for weightage of five marks provided they are otherwise qualified and eligible to be included in the Ranked List. Therefore, candidates who apply for the above post to the District to which they belong should produce a certificate issued by a competent Revenue Authority not below the rank of Tahsildar concerned to the effect that they belong to the District to which they have made their applications, as and when required by the Commission.5. 6. Age limit :Must have completed 18 (eighteen)Years and must not have completed 37 (Thirty seven) years of age as on 01.01.2007 with usual relaxation to SC/ST and Other Backward communities.
NOTE:- For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years, please see para (2) of the General Conditions under Part II of this notification. Relaxation of age will be allowed to all provisional employees of the twenty nine Co-operative Institutions mentioned in G.O.(P)No.41/98 dated 09.03.1998 (whether they continue in service or relieved from service) who have been appointed through the Employment Exchange to the extent of their provisional service provided they possess a minimum service of one year in the provisional appointment. The maximum period of relaxation allowed to such persons will be five years. Once they get appointment on regular basis, the concessions will not be available to further appointment to the post. The candidates who are entitled to the above concession shall note the details there of in the respective columns of the applications and submit a certificate (original) obtained from the Head of Office or Head of Department or appointing authority of the Co-operative Institutions concerned, when the Commission call for. The certificate should contain all the relevant particulars such as the post in which the applicant has/had provisional service, the scale of pay, name of the Co-operative Institution in which he/she had worked, the date of commencement and the date of termination of the provisional service. It should also be noted in the certificate that the applicant is not holding regular appointment under the Co-operative Institutions. The original certificate thus produced will not be returned to the candidate.7. Qualifications :-

Candidates should apply in the new application form which is specially designed for processing through Optical Mark Reader (OMR) also. The application form is a single sheet of paper printed on both sides to facilitate computer processing also using the Optical Mark Reader. Side ‘A’ is the OMR data sheet and Side ‘B’ is the conventional application form. Candidates must fill up both sides of the application form. Candidates should indicate the eight digit barcode printed on Side A of the application in all future correspondences.Cost of the application is Rs. 10/- (Rupees Ten only) . Cost of application for SC/ST candidates is Rs.5/- (Rupees Five only). The application should be filled up in accordance with the directions contained in the information brochure supplied along with the applications. Applications which are not filled up in accordance with the instructions in the brochure will be summarily rejected. The application can be obtained from Post Offices in Kerala and from various office of the Commission.
9. Documents to prove qualification, age, community etc. have to be produced as and when called for. No copies of documents should be attached with the application.

(b) Must be a regular employee who has completed not less than 3 years regular service and containing in service in any cadre in a Member Society / Primary Society affiliated to the respective District Co-operative Bank. (The employee should be in the service of the society not only on the date of applica-tion but also on the date of appointment).
Note:- (1) Separate ranked list will be prepared for General Open Market candidates and employees of Member / Primary Co-operative Societies. Candidates will be advised alternatively from the ranked list of general open market candidates and the ranked list of employees of Member/Primary Societies respectively with the first position going to the general open market candidate. As in the case of all advices of the Kerala Public Service Commission for recruitment against the vacancies of Government Departments, Public Sector Undertakings etc. the rotation will be a continuous one. If there is shortage of candidates in the ranked list of employees of Primary Co-operative Societies, the vacancies will be filled up from the ranked list of general open market candidates and such passed over vacancies will not be compensated later. The rules of reservation as laid down in the General Rules 14-17 of the KS & SSR will be followed for appointment from both lists.
(2) The eligible employees of affiliated Member Societies / Primary Co-operative Societies who apply for the above post should note at the top of the applications as “Appointment from among employees of affiliated member societies/primary societies”. Note:- (1) The list of selected candidates published by the Commission shall remain in force for a minimum period of one year and a maximum period of three years provided that the said list will not continue to be in force if a new list after the expiry of the minimum period of one year is published. Recruitment will be made for the above vacancies and also for the vacancies reported for Special Recruitment from SC/ST during the pendency of the list. Candidates against vacancies reported exclusively for Scheduled Tribes will also be advised from this list and only in the absence of Scheduled Tribe candidates in this list that fresh notification for vacancies reserved exclusively for Scheduled Tribes will be issued.
(2) The selection in pursuance of this notification will be made on a Revenue District basis subject to the Special Conditions laid down in G.O.(MS)No.154/71/PD dated 27.5.1971. A candidate advised for appointment in one Revenue District from the Ranked List so prepared is not eligible for transfer to another District unless he/she completes five(5) years continuous service from the commencement of service in the former District. Even if, transfer is allowed after five (5) years, it will be subject to the orders contained in G.O.(MS)No.4/61/PD dated 2.1.1961. Candidates already in Government Service, holding the post in one District are restricted from applying for the same post in another District. But they can apply for higher posts.
(3) The name of the District (Kottayam) to which appointment is desired should be noted in the relevant column of the application and application should be send to the concerned District Office of the Public Service Commission.
(4) Candidates from the Ranked List will be advised for appointment against the Headquarters vacancies also.
(5) As selection to this post is made on district wise basis and as the post comes under Last Grade Service candidates who apply to this post to Kottayam district are eligible for weightage of five marks provided they are otherwise qualified and eligible to be included in the ranked list. Therefore a candidate who applies to this post shall produce a certificate issued by a competent Revenue authority to the effect that he/she belongs to Kottayam district as and when called for.
