Addendum Notification

          Applications  are invited from qualified candidates for appointment in the undermentioned post in Kerala Government Service.

Note:-(i) The list of selected candidates published by the Commission in response to this notification shall remain in force for a minimum period of one year  provided that the said list will continue to be in force till the publication of a new ranked list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier.  Candidates will be advised from the said list against the vacancies that may be reported to the Commission in writing during the period of currency of the list.  If no candidate is advised from the ranked list within 3 years  the validity of the ranked list shall be extended to a further period of one year or till a candidate is advised from the said list whichever is earlier.

        (ii)  Only one ranked list will be prepared in pursuance of this notification and candidates will be advised from that list against all the vacancies reported for the post from all the Departments mentioned above.  As such a candidate need send only one application. Candidates will be advised for recruitment to each department according to the order in which vacancies are reported from each department and in accordance with the ranks secured by them subject to the rules of reservation and rotation in force. Once advised his/her turn will be over and he/she will have no further claim for being considered for appointment from the ranked list to another department. As common ranked list is prepared for more than one department on the basis of a common written examination, a candidate appointed in a Department and relieved for want of vacancy, can re-register his/her name in the Office of the Public Service Commission and in such case, he/she will be advised for appointment against the next vacancy reported from any of the above mentioned Departments and he/she will forfeit his/her probation in the parent department. For re-appointment in the parent department itself, no registration is necessary but one has to wait till vacancy arises in that department.  Candidates  will have no right to claim “initial appointment to any particular department”.

        (iii) Typists and Clerks having SSLC or equivalent qualification and four years aggregate service in the respective category of post on the date of application under the State Government service including Typists and Copyists in the Office of the Vigilance Tribunal (Thiruvananthapuram) and Special Judge and Enquiry Commissioner Office (Thrissur, Thiruvananthapuram) with 4 years service can apply for this post. The maximum age limit for selection in the case of such persons will be 40 years on the first day of January of the year in which applications are invited by the Public Service Commission with usual relaxation to SC/ST and Other Backward Communities.  But their selection for recruitment will be purely on the basis of merit and they are not eligible for reservation benefit. Such applicants will have to obtain ‘Service Certificate’ in original from their respective Head of Office/Department in the form prescribed in Annexure and produce as and when required by the Commission. They should also write as ‘Service candidate’ on the top of the application (‘B’ side only). Those applications under the above category without the heading ‘Service Candidate’ will be rejected.

6. Age limit                             :  Must  have completed 18 (eighteen) years and must not  have  completed 35                                               (thirty five) years as on 01.01.2006. (For conditions regarding age relaxation                                                please see para (2) of the General conditions)

7. Qualifications                     :   Must possess B.A or B.Sc. or B.Com Degree of any recognised University or                                                equivalent qualification.  The candidates who submit valid applications will be                                                subjected to a test.  Mode of test, syllabus and date of test will be published                                                later.

  The selection for the post will be finalised by conducting an interview also.

8.Applications fee :-                  The cost of application form is Rs.10 (Ten).  Cost of application form for                                                SC/ST candidates of Kerala is Rs.5 (five) only.  But the application fee for                                                candidates including SC/ST candidates coming under the categories of                                                ‘Service candidates’ mentioned in note  (iii) is Rs.10 (ten).

Note:                 (i) Persons holding low paid post included in any of the Subordinate Service under the State Government except the posts of Lower Division Clerks/Typists and similar posts can submit applications in response to this notification for appointment as Assistant/Auditor against the 2% vacancies arising in the cadre of Assistant in the Government Secretariat/KPSC/Advocate General’s Office and in the cadre of Auditor in the Office of the Examiner of Local Fund Audit (G.O.(MS) No.338/81/GAD dated 03.10.1981 and G.O.(P)No.90/85/GAD dated 05.03.1985). Candidates holding low paid posts should have 4 years aggregate service in their respective category of post and must have the minimum educational qualification prescribed for appointment for the post of Assistant through Direct recruitment.

Note                 (ii)   Applicants should produce a Service Certificate obtained from the Head of Department/Office showing the Service  particulars in the form given as Annexure to this notification as and when required by the Commission.  Such Service Certificate should not be forwarded along with the application.  Candidates under this method of appointment should superscribe at the  top of Side B of the application the words “ For Recruitment by transfer from Low Paid Employees”.  They should also note the category number for recruitment by transfer in the appropriate place of the application.  Applications without the heading mentioned above and category number will be summarily rejected.  Persons appointed through Employment Exchange or otherwise and working on a temporary/provisional basis are not eligible to apply for this post in response to this notification against 2% quota.  If the same person has to be considered for the selection by the both methods viz. Direct and By transfer; he will have to submit separate applications.

Note             (iii)    A common written test will be conducted for this category along with the candidates for direct recruitment.  Those who secure not less than  40% marks in the competitive test conducted by the Commission will be included in the Ranked List. (Addendum Notification no GRIIC(2)54065/06/GW dated 7.4.2007-Those who secure 40% marks in the competitve test conducted by the commission will be called for an interview and separate ranked list will be published for these categories) Commission will maintain a separate Ranked List of such persons and candidates from this list will be advised against the 2% vacancies set apart for them without observing the rules regarding reservation of appointment contemplated in rules 14 to 17 in Part II of KS &SSRs,  1958. If there are no candidates to fill up  the 2% quota such vacancies will be filled up by direct recruitment. In case candidates included in the ranked list prepared for recruitment by transfer could not secure appointment before the expiry of the ranked list for direct recruitment, the names of such candidates will be included at the top of the new ranked list of low paid employees drawn up by the Commission subsequently irrespective of their service and seniority and they will be advised for appointment accordingly (vide G.O. (P) No. 39/89/P&ARD dated 08.12.1989.)                   

Provisions contained in Note (ii) in item 5 in the notification for direct recruitment are applicable to appointment by transfer also, excluding rules of reservation.

7.   Qualifications                            :     Must possess B.A. or B.Sc. or B.Com. Degree or any  recognized University or                                                           equivalent qualification.

Common conditions applicable to both the methods of appointments   mentioned in Part I & Part II

(1)  Application Form:-                (i)   Candidates should apply in the  application form which is specially designed for  Processing through  Optical Mark Reader (OMR)  also.  The application form can be obtained from the all Post Offices in the State and  the Offices of the  Public Service Commission. Application form should be filled up in accordance with the instructions in the brochure which is supplied along with the application form. No documents should be enclosed along with the application. Copies of documents to prove educational qualification, community, age, service etc. should be submitted as and when called for by the Commission. Applications which are not in the aforesaid form and those which are filled up in accordance with the instructions in the brochure will be summarily rejected.

                                             (ii) Applications should be submitted in the form devised and printed by the Public Service Commission and applications submitted otherwise will be summarily rejected.
