2) The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(Ms) No.154/71/PD dated 27.05.1971. A candidate advised for appointment in the Revenue District from the ranked list so prepared is not eligible for transfer to another district unless he/she completes five (5) years continuous service from the commencement of service in the former district. Even if transfer is allowed
after five (5) years, it will be subject to the orders contained in G.O.(Ms) No.4/61/PD dated 02.01.1961. Candidates already in Government Service holding the post in one district are restricted from applying for the same post in another District. But they can apply for higher posts.
3) Candidates are not eligible to apply for the same post in more than one District. If a candidate applies to more than one District and gets selected, his/her selection will be cancelled and disciplinary action will be taken against him/her.
4) The name of the District to which appointment is desired should be noted in the relevant column of the application and application should be sent to the concerned District Office of the Public Service Commission.
5) Candidates from the Ranked List will be advised for appointment against the Headquarters vacancies also.
6) As selection to this post is made on Districtwise basis and as the post comes under Last Grade Service, candidates who apply to this post to the District to which they belong are eligible for weightage of five marks provided they are otherwise qualified and eligible to be included in the Ranked List. Therefore, candidates shall produce a certificate issued by a competent Revenue Authority concerned to the effect that they belong to that District, when required by the Commission.
5. Method of appointment : Direct Recruitment (from among Scheduled Castes/ Scheduled Tribes only).Note:- Applications received from non Scheduled Caste/Scheduled Tribe candidates will be rejected. 6. Age Limit : Should have completed 18 (Eighteen) years and should not have completed 40 (Forty) years as on 01.01.2007. (No other age relaxation will be allowed).

Note : (i) Physically handicapped persons are not eligible for appointment to the post of Watcher, Watchman,Night Watchman, Night Watcher , Marker (medical College, Collegiate Education and Technical Education Department) Regular Marker (Animal Husbandry Department) Chainman (Land Revenue and Town Planning Department) included in the Kerala Last Grade Service.
(ii) Women candidates are not eligible for appointment to the following posts :

A passage in English consisting of 400 (four hundred) words will be dictated within 5 minutes (at a rate of 80 (eighty) words per minute) and candidates will be asked to take down the same in Shorthand and then to write it in long hand (using ink) within the time limit of an hour. 8. SPECIAL CONCESSIONS
1. Preference will be given as laid down in GO(MS)No.50/70/PD dated.12.2.1970 and G.O(MS)9/78/General Education dated 21.01.1978 to the wives of Jawans in the matter of Special Recruitment as teachers, if they possess the prescribed qualifications.
2. Wives of Jawans should note the fact that they are wives of Jawans on the top of Side B of the application. Such candidates should produce proper certificate (true copies) from the Officer Commanding stating the name, Military rank and Military address of their husbands and produce the same as and when required by the commission. Note: (1) The list of selected candidates published by the Commission, shall remain in force for a minimum period of one year and a maximum period of three years provided that the said list will not continue to be in force if a new list after expiry of the minimum period of one year is published. Recruitment will be made for the above vacancies and also for the vacancies reported for Special Recruitment from Scheduled Tribes during the pendency of the list.
(2) The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(MS)No.154/71/PD dated, 27.5.1971. A candidate advised for appointment in one Revenue District from the ranked list so prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the commencement of service in the former district. Even if transfer is allowed after five (5) years, it will be subject to the orders contained in G.O.(MS)No.4/61/PD dated, 02.01.1961. Candidates already in Government service, holding the post in one district are restricted from applying for the same post in another district. But they can apply for higher posts.
(3) Candidates are not eligible to apply for the same post in more than one district. If a candidate applies to more than one district and gets selected, his/her selection will be cancelled and disciplinary action will be taken against him/her.
(5) The name of the district to which appointment is desired should be noted in the relevant column of the application and application should be sent to the concerned District Office of the Public Service Commission.
5. Method of appointment : Direct Recruitment (from among Scheduled Tribes only).
Note:- Applications received from non ST candidates will be rejected. Individual communication regarding rejection of their applications for the above reason will not be issued.
6. Age limit : Should have completed 18 (Eighteen) years and should not have completed 44 (Forty four) years as on 01.01.2007.
(No other age relaxation will be allowed)
Note: In the absence of qualified candidates within the age limit the upper age limit shall be relaxed upto 50 years. But in no case the maximum age limit shall exceed 50 (fifty) years.
9. Qualifications:
1. A pass in SSLC Examination conducted by the Commissioner for Government Examinations, Kerala or its equivalent.
OR
A pass in Pre-degree Examination conducted by any of the Universities in Kerala or any examination recognized by any such Universities as equivalent to the Pre-degree Examination.
OR
A pass in Higher Secondary Examination conducted by the Board of Higher Secondary Examination, Kerala or any other examination recognized by Government as equivalent thereto.
AND
2. A pass in T.T.C. Examination conducted by the Commissioner for Government Examinations, Kerala.
Special Note:- 1. B.Ed. Degree is not acceptable as an alternative
qualification for T.T.C.
2. “Candidates who have not studied the Regional Language “Malayalam” either under Part I or Part II or as medium of instruction of SSLC will not be eligible

3. Question Paper for the written test, if any will be in Malayalam, the candidates should answer the question in Malayalam.
7. Those who have no training qualification can also apply, if selected in the absence of candidates with training qualification they will have to acquire training qualification within three (3) years from the date of appointment. (G.O. (MS) 63/82/Edn. Dated 03.05.1982).
10. SPECIAL CONCESSIONS
3. Preference will be given as laid down in GO(MS)No.50/70/PD dated.12.2.1970 and G.O(MS)No.9/78/General Education dated 21.01.1978 to wives of Jawans in the matter of Special Recruitment as teachers, if they possess the prescribed qualifications.
4. Wives of Jawans should note the fact that they are wives of Jawans on the top of Side B of the application. Such candidates should produce proper certificate (true copies) from the Officer Commanding stating the name, Military rank and Military address of their husbands and produce the same as and when required by the commission. (Soldiers in active Service and those working in the Base Establishments are included under the term of ‘Jawans’. G.O.(MS) NO. 509/64/Edn. dated 19.09.1964, G.O(MS) No. 614/ 65/Edn. dated 19.11.1965 and G.O. (MS) No. 243/ 66/Edn. dated 27.05.1966).
3. First Class Scouts and Guides will be given preference in the matter of appointment as Teachers (G.O.M.S)No. 122/75/G.Edn. dated 27.05.1975)
Note: Candidates who are eligible for preference in the matter of appointment in view of any of the above reasons should note the fact in the relevant column in Side B and darken the bubbles in the OMR sheet Side A of the application.

10. Application Form
The application form is a single sheet of paper printed on both sides to facilitate Computer Processing also using the Optical Mark Reader (OMR). Side ‘A’ is the OMR data sheet and Side ‘B’ is the conventional application form. Candidates must fill up both sides of the application. Each application form contains a unique eight digit barcode on side A. The candidate has to quote this number for further enquiries.
Cost of the application for ST candidates is Rs.5/- (Rupees five only). The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application. Applications can be obtained from Post Offices in Kerala and from various offices of the Commission.
Note: 1. Documents to prove qualification, age, community etc., have to be produced as and when called for. No documents should be attached with the application. Applications which are not in the aforesaid form and those which are not filled up in accordance with the instructions in the brochure will be summarily rejected.
2. Application should be submitted in the form devised and printed by the Commission and applications otherwise submitted will be summarily rejected.
11. Address to which applications are to be sent.
Concerned District Offices
Applications addressed to the Secretary / Additional Secretary / Joint Secretary / Regional Officers / Deputy Secretary, Kerala Public Service Commission will be summarily rejected.
14. Paragraphs two, three and twenty seven of the General Conditions are not applicable to this selection.
15. Appointments are made subject to the rank secured in the ranked list of candidates prepared in pursuance of this notification subject to the conditions laid down in G.O. (P) No.25/94/GAD dated 22.01.1994 allowing special reservations to Scheduled Tribes, and in accordance with the procedures made for this purpose from time to time and subject to the rules under sections 3(c ), 17 (a), 17 (b) of Part II of Kerala State and Subordinate Service Rules, 1958.
