Note: (1) The vacancies reported from the Local Self Government Institutions shall also be filled up from the ranked list to be published as per this notification.
(2) The ranked list prepared and published by the Commission in response to this notification shall remain in force for a minimum period of one year, subject to the condition that the said list will continue to be in force till the publication of new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment against the aforesaid vacancy and also against the vacancies if any, reported during the currency of the list. In case no candidate is advised from the ranked list till the expiry of the period of three years the duration of the Ranked list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.
(2) Candidates should submit applications for this post to the concerned District Officer of the Commission and should note the name of that District against the relevant column in the application (Side ‘B’) and darken the bubble in the OMR Sheet (Side ‘A’). The address of the District Officer to which applications are to be sent is furnished in column (11) of the notification.
(4) The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(MS)No.154/71/PD dated, 27.5.1971. A candidate advised for appointment in the Revenue District from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(MS)No.4/61/PD dated, 02.01.1961. But as per the G.O.(P)No.12/96/P&ARD, dated 16-3-1996 the condition of 5 years service is not applicable for transfer to the districts of Idukki, Wayanad and Kasaragod. This concession is to be available only for getting transfer into these districts, but not for getting transfer out of these districts. This concession will be granted only once in the career of a Government servant. Candidates already in Government service holding this post in any one district are prohibited from applying again for this post.

A pass in Adib- I –Fazil (Preliminary) Examination in Urdu conducted by anyone of the Universities in Kerala

A pass in Urdu Higher Examination conducted by the Commissioner for Government Examinations, Kerala
Note: 1. Discipline in which B.A. / Title of Oriental Learning obtained should be mentioned in column 6a of the Side B of the application form.
2. Those candidates who secured B.A. /Title of Oriental Learning from the Universities outside Kerala should note in the application the number and date of relevant orders recognizing the said degrees. The copies of such order shall be produced before the Commission when it is called for.
8. SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT
1. Preference will be given as laid down in G.O.(MS) No. 50/70/PD dated.12.02.1970 and G.O. (MS) 9/78/G. Edn. dated 21.01.1978 to the wives of Jawans in the matter of recruitment as teachers, if they possess the prescribed qualifications. Soldiers in active service and those working in Base establishment are included under the terms of Jawans, Wives of Jawans should note on the top of side ‘B’ of the application form that they are wives of Jawans. Such candidates should obtain proper certificates from the officer Commanding stating the name, military rank and military address of their husbands and produce the same as and when required by the commission (G.O.(MS) NO. 509/64/Edn. dated 19.09.1964, G.O(MS) No. 614/ 65/Edn. Dated 09.11.1965 and G.O. (MS) No. 243/ 66/Edn. dated 27.05.1966). This benefit will not be available to those candidates who do not state aforesaid details in that manner, even if they produce relevant documents later.
2. Laboratory Attenders in the departmental High Schools in the state who have rendered atleast 5 years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should produce proper certificates from the headmaster of the school specifying the date of commencement of their service and the total service put in by them as and when required by the commission. The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone. (G.O.(MS) No. 315/62/Edn. dated.14.05.1962).
3. First class Scouts and Guides will be given preference in the matter of appointment as Teachers [G.O. (M.S)No. 122/75/Gen. Edn. dated 27.05.1975]
Note: The candidates who claim concessions in lieu of any of the above reason should state the fact in the relevant column of the side ‘B’ and darken the bubbles in the OMR sheet side ‘A’ of application. Otherwise the applications are liable to be rejected presuming that they are over aged candidates (for other conditions regarding age relaxation, please see para 2 of the General Conditions). Upper age limit after allowing age relaxation as per rule should not exceed 50 years.

8. Special Concessions Regarding Appointment and Age Limit
1. Preference will be given as laid down in G.O(Ms)No.50/70/PD dated 12.2.1970 and G.O(Ms)No.9/78/G.Edn. dated 21.01.1978 to the Wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualification. | Note (i) |
Applications are invited from among any category of persons in the Last Grade Service in the Excise Department in Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, Idukki, Ernakulam, Thrissur, Palakkad, Malappuram, Kozhikode, Wayanad, Kannur, Kasaragode Districts (for recruitment by transfer which shall be made in the ratio of 3:1) against the vacancies reserved for Last Grade Servants in the Excise Dpartment as per G.O(P) No.36/80/TD dtd 28/04/1980. The appointment to the post will be based on the following conditions. |

| (ii) |
For recruitment by transfer from among any category of persons in the Last Grade Service in the Excise Department, the applicant should be probationer/approved probationer/full member of the Subordinate Service. The applicants should obtain a certificate from the Head of Department or office showing their service particulars in the form given as Annexure I of the notification and produce the same as and when required by the Commission. Persons appointed through Employment Exchange or otherwise and working on a temporary/provisional basis are not eligible to apply for this post in response to this notification. |

| (iii) |
The Last Grade Servants in the Excise Department who apply for this post should possess the prescribed qualification. Applications for this post should submit to the concerned District Offices of the Commission and should note clearly at the top of the application at side B “appointment by transfer” and darken the relevant bubble at side A of the application. |

| (iv) |
Applications not super scribing “appointment by transfer” will summarily be rejected. Separate ranked lists will be prepared for direct recruitment and recruitment by transfer in respect of each district. The rules regarding the reservation of appointment as contemplated in the Article 14 to 17 in Part II of the Kerala State and Subordinate Service Rules, 1958 are not applicable to appointment by transfer. Appointment by direct recruitment and by transfer shall be in the ratio of 3:1. In the absence of qualified hands for appointment by transfer, the post shall be filled up by direct recruitment. |

| (v) |
The selection in pursuance of this notification will be made on a Revenue District basis, subject to the Special Conditions laid down in G.O.(M.S)No.154/71/PD dated 27.05.1971. A candidate advised for appointment in one Revenue District from the Ranked List prepared is not eligible for transfer to another District unless he/she completes 5 years continuous service from the date of commencement of service in the former District. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(M.S) No.4/61/PD dated 02.01.1961. Candidates already in Government Service holding this post in one District are prohibited from applying for selection to this post in response to this notification. |

Candidates called for interview on the basis of the marks obtained in the Practical Test will have to produce a Medical Certificate in the prescribed form in original containing all relevant details as mentioned in para (5) above from a Medical Officer not below the rank of Assistant Surgeon. The prescribed forms, the specimen of which is given below will be sent by the concerned District Officer to the candidates along with the Admission Ticket for interview. |

| The application form is a single sheet of a paper printed on both sides to facilitate computer processing also using the Optical Mark Reader (OMR). Side A is the OMR data sheet and Side B is the conventional application form. Candidates must darken the bubbles in Side ‘A’ and fill up columns in Side ‘B’ of the application. Cost of the application form is Rs.10/-(Rupees Ten only). The cost of application form for SC/ST candidates is Rs.5/-(Rupees Five only). The application should be filled up in accordance with the directions contained in the information brochure supplied along with the application. The application can be obtained from the various offices of the Commission and various Post offices in Kerala. |

The ranked list thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new lists after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment against the aforesaid vacancies and also against the vacancies if any, reported during the currency of the list. In case no candidates is advised from the Ranked list till the expiry of the period of 3 years the duration of the Ranked list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier. |
