Introduction
The Commission conduct
the examinations for departmental tests twice in a year
for various subjects/papers in January and July in addition
to the special tests conducted from time to time. The
Departmental Tests conducted during this period consist
of 93 papers on different subjects for the candidates
belonging to various departments in the State. The Departmental
tests is conducted altogether in 61 centres, 60 centres
all over Kerala and one centre in Kavarathi. A candidate
appearing for different subjects of the Departmental Tests
of different papers can apply for the test in a single
application form. The fees prescribed for each paper is
Rs.20/- (Rupees Twenty only) and candidates in the State
have to remit the total amount depending upon their choice
of number of papers to the Government Treasury under the
head of account “0051-PSC-105-State PSC-99
Exam Fees” and the original chalan receipt
has to be enclosed along with their application. In the
case of candidates belonging to outside the State crossed
Postal Orders payable to the Secretary, Kerala Public
Service Commission has to be enclosed along with the application.
Postal Orders of the candidates within the State will
not be accepted on any account and such applications will
be summarily rejected. The candidates who appear for the
first time and who have to undergo the obligatory test
under provisions of their concerned department can avail
free chance for one time for which they have to specify
in their application as to their free chance and such
applications should be countersigned by the Head or Controlling
Officers of the concerned departments, where the candidates
are employed, with full official designation, address
and office seal. The free chance can be availed only for
a single time for a test and not for individual papers
separately. If the candidate has applied for the free
chance and he has not appeared for the examination that
will also be counted as free chance availed. This free
chance is not available for employees in Corporation,
Municipality, University, Electricity Board, K.S.R.T.C,
Water Authority etc. But those who are in the Panchayat
Common Service, and the employees of the Kerala Agriculture
University are also entitled to avail free chance for
their Obligatiry Tests. The applications have to be forwarded
to the Joints Secretary, Departmental Tests as and when
the notifications are issued. Candidates can appear for
individual papers or part of a test separately. But certificates
will be issued only for a complete test consisting of
all the papers. The minimum required mark for a pass for
a paper is 40%. The application for the Departmental Test
should be submitted in type written or stenciled forms.
Admission tickets are also included along with the application
form. Only one application will suffice for more than
one paper or test. Candidates can use prescribed books
for writing the examination for the specified papers.
They are not allowed to use other books or guides. The
instructions to the candidates will be published along
with the notification publishing the time-table of the
Departmental Test at the stipulated time.
CERTIFICATES
The candidates who pass the Departmental Test for various
subjects will be issued certificates from the Departmental
Test Wing. Certificates will be issued only for a test
and not for individual papers when passed. Candidates
who pass the test have to submit their application for
the certificates in the prescribed form along with the
original admission ticket issued from the Commission’s
Office. Only one application is enough for more than one
test/certificate. The fees prescribed for a certificate
is Rs.50/-. The amount has to be remitted into the Treasury
under the Head of Account '0051 PSC -800- Other
Receipts-99 Other Receipts' and the original
chalan receipt has to be enclosed along with the application
form.Certificate will not be issued to candidates who
have passed the test or a part of the test before 01.04.1977.
DUPLICATE CERTIFICATE
The
Duplicate Certificate will be issued, if the Original Certificate
issued from this office is irrecoverably lost. Candidates
have to submit along with their application the original
admission ticket/Certificate of Attendence obtained from
this office. The fee prescribed for duplicate certificate
is Rs.100/- (Double the fee for Certificate). The amount
is to be remitted into the treasury under the head of Account
"0051 PSC -800- Other Receipts-99 Other Receipts"
and the original chalan receipt is to be enclosed along
with the application. An affidavit countersigned by the
head of Office/Gazetted Officer stating that original Certificate
is Irrecoverably lost should be enclosed along with the
application. (The Original certificate number and the name
of the test should be clearly mentioned in the affidavit).
MARK LIST
The candidates who have appeared for the Departmental test
can also apply for the mark list of different papers. In
their application for the mark list they have to specify
the details such as address, Admission Ticket No., name
of the test etc. Candidates have to remit an amount of Rs.20/-
under the Head of Account '0051- PSC- 105- State
PSC- 99 Exam Fees' for each paper. Candidates have
to apply for the mark list within three months from the
date of publication of the results of the Departmental Test.
ATTENDANCE CERTIFICATE
The issuance of Attendance Certificate has been stopped
w.e.f. 31 December, 2004. But the candidates whose original
Admission Ticket have been irrecoverably lost, if apply
for the Departmental Test Certificate, need to submit along
with the application for the Certificate a duly filled affidavit
and Identity Certificate with a fee of Rs. 100/- (Rupees
Hundred Only) remitted by Treasury Chalan under Head of
Account '0051 PSC 105 State PSC 99 Exam Fees'.
The application for Attendance
Certificate need to be submitted along with the application
for Certificate.
RE-CHECKING OF SCRIPTS
Candidates can also apply in plain paper for re-checking
of their answer scripts. The application must contain
the Admission Ticket Number, Year and Date in which the
test was conducted, name of Exam Centre and name of the
Test. An amount of Rs.25/- for each paper has to be remitted
into the Treasury under the Head of Account "0051
PSC 105 State PSC 99 Exam Fees"” and
original chalan receipt has to be enclosed along with
application for re-checking for Departmental Test. Candidates
have to apply for re-checking within one month after the
publication of the result of the Departmental Test and
applications received after one month will not be considered.
The fees once remitted will not be refunded.

The Commission also conduct the following Special Tests

(8) Departmental Test for Probationary Deputy Superintendents
of Police
(9) Departmental Test for Assistant Commandant/Armed Police
