DEPARTMENTAL EXAMINATION FOR JUNIOR MEMBERS OF THE I.A.S., JUNIOR MEMBERS OF THE I.P.S.AND JUNIOR MEMBERS OF THE I.F.S. (FOR JUNIOR MEMBERS OF THE I.P.S. AND JUNIOR MEMBERS OF THE I.F.S.LANGUAGE TEST ONLY) FEBRUARY 2007

  1. Applications are invited from Junior Members of the I.A.S.(Allotted to Kerala State) for Admission to the Departmental Examination prescribed for then in G.O.(P)481/Public(Special) Department dated 8.11.1963 as amended in G.O.(Ms.)421/Public (Special) Department 19/77/PD dated: 14.01.1977, G.O.(Ms.) No.36/77/GAD dated: 1.2.1977, G.O.(Ms.)No.138/ 84/GAD dated: 18.6.1984 and G.O.(Ms.)No.489/87/GAD dt:24.9.07, G.O.(Ms.) No.170/99/ GAD dt:25.4.94 and G.O.(Ms)No.249/86/GAD dt: 31.07. 86.

2. The candidates from the I.F.S. and I.P.S. can also apply in response to this notification for the Language Tests (Division ‘A’ – Lower and Higher Standards).

3. The examinations (both Lower and Higher Standards) will be held at the Officer of the Kerala Public Service Commission, Pattom, Thiruvananthapuram-4, The examination will be conducted from 23.02.07 to 28.02.07.

4. The candidates for the examinations will have to satisfy all the conditions laid down in G.O. (P) 481/Public(Special) Department dated: 8.11.1963 and the amendments issued thereto.

5.Officers whose mother tongue is Malayalam are not required to pass the Language Tests.  But they should furnish a declaration in the manner as prescribed in G.O.(Rt.)No.3404/73/PD dated: 25.6.1973 along with their applications.

6.  (a) The fee prescribed for the test is Rs.20 per paper vide G.O. (P)4/2000/P & ARD dated: 5.2.2000.

(b) The prescribed fee must be paid into Government Treasury under the Head of Account “0051 (105) State PSC (99) Examination Fees” and the chalan in original attached to the application.  Duplicate orTriplicate chalan receipts or interim receipts or certificates of remittances will not be accepted.  In the case of candidates residing outside the State.  Crossed Postal Orders (Payable to the Secretary, Public Service Commission, Thiruvananthapuram-4)  will also be accepted.

(c) The fee once paid by a candidate will not be refunded or adjusted towards a future examination on any account.  Candidates are therefore advised to satisfy themselves that the applications are in the form prescribed and the particulars requires are given correctly.

  1. The syllabus of the examination, the maximum marks and the minimum required for a pass etc. are given below.  Books will not be supplied from this office for reference in the examination hall.

Notes:- (1) In order to pass a Division, a candidate shall obtain the separate minimum prescribed for each sub-division provided that a Junior Member of the I.A.S. who at an examination for the Lower Standard has obtained 150 marks in Division ‘C’ of the Higher Standard.

(2) A Junior Member of I.A.S. will not be allowed to appear for Division ‘A’ or ‘C’ of the Higher Standards until he has passed the corresponding Division of the Lower Standard nor will be allowed to appear for Division B and D of the Higher Standard until he has undergone the course of Treasury Training and the Training in Survey and Maintenance of Revenue Records and Registration respectively.

(3) The list of Acts and Books which should engage the attention of candidates studying for Division B, C and D of the Lower Standard and Division B, C, D and E of the Higher Standard are given in Annexure-I to the notification.

(4) A Junior Member of the I.F.S. and I.P.S. will not be allowed to appear the Division ‘A’ of the Higher Standard until he has passed the corresponding Division of the Lower Standard.

(5) Applications should be made in the form prescribed in Annexure-II to this notification and should be sent by registered post so as to reach the Joint Secretary (Departmental Tests), Kerala Public Service Commission, Pattom, Thiruvananthapuram – 695 004 before 5 p.m. on Saturday, 17.02.2007.  Applications received after the date and time specified above will not be admitted.  For the candidates from Lakshadweep the last date will be same as above.

(6) The time table for the test and further instructions regarding the time will be intimated to the candidates in due course.  The test will be conducted from 23.02.2007 to 28.02.2007.

[The fourth paper will be in the place of the existing Account Test (Lower). Those who have already passed Account Test (Lower) need not pass the Unified Account Test again].  A Common test will be conducted for the candidates who have applied for Division ‘B’ Higher Standard Test (Finance and Accounts), A III Unified Account Test and IV Paper Unified Account Test in respect of Junior Members of I.A.S./I.P.S./I.F.S. respectively vide G.O. (Ms.) No.249/86/GAD dated: 31.7.1986.

  1. The list of Acts and Books which should engage the attention of candidatesare given in Annexure I to this notification.
  1. Applications should be made in the form prescribed inAnnexure II to this notification and should be sent by Registered Post so as to reach the Joint Secretary (Departmental Tests), Kerala Public Service Commission, Pattom, Thiruvananthapuram-4 before 5 p.m. on 17.2.2007 (Saturday).  Applications received after the date and time specified above will not be admitted on any accout.  For the candidates from Lakshadweep, the last date will be same as above.
  1. The time-table for the test and further instructions regarding the same will be intimated to the candidates in due course.  The test will be conducted from 23.02.2007 to 28.02.2007.
  1. (a) The fee prescribed for the Test is Rs.20 per paper vide G.O.(P)4/2000/P & ARD dated: 5.2.2000.

(b) The prescribed fee must be paid into a Government Treasury under the Head of Account “0051 (105) State PSC (99) Examination Fee” and chalan in original attached to the applications.  Duplicate or Triplicate chalan receipts for interim receipts or certificates of remittances will not be accepted.  In the case of candidates residing outside Kerala State, crossed Postal Orders (Payable to the Secretary, Kerala Public Service Commission, Thiruvananthapuram-4) will also be accepted.

(c) The fee once paid by the candidates will not be refunded or adjusted towards a future examination on any account.  Candidates are therefore advised to satisfy themselves, that the applications are in the form prescribed and the particulars required are given correctly.
